Cost & Estimating Engineer (Cost Analyst II)

Job Responsibilities- Prepare material takeoffs for complex projects, drawings, and plans; review takeoffs provided by the Engineering Department for accuracy.
- Develop procedures for preparing estimates for modifications and additions to onshore and offshore facilities.
- Prepare or supervise estimates in accordance with approved procedures for all phases of work.
- Receive engineering estimates from the lead/project engineer and incorporate them into the overall estimate.
- Prepare rationale statements to support estimates, identifying areas of weakness or risk.
- Validate and verify estimates using high‑level norms, comparing with previous estimates, outcome costs, and vendor prices.
- Monitor estimating performance as part of contract KPIs and recommend improvements.
- Assist in training, developing, and maintaining a staff of estimators for departmental and project needs.
- Assign estimating personnel to projects, supervise their activities, and review work for accuracy.
- Review contractual documents and modifications to determine scope of work.
- Assist project management with schedule preparation for estimate preparation, review, and publication.
- Develop forms, formats, and procedures to improve quality of work produced in the department.
- Interface directly with clients and lead a small estimating organization.
- Serve as part of the Company’s Quality Improvement Team.
- Maintain historical cost data and construction procedures to keep estimating standards current.
- Complete other responsibilities associated with the position as appropriate.
- Adhere to Quality Assurance and Safety guidelines, including OH&S procedures.
- Bachelor’s degree in Engineering.
- Proven track record in cost and estimation for civil construction, roads, or similar projects.
- Experience in cost and estimating functions required for project execution.
