POSITION SUMMARY

The Asset Management Project Engineer, reporting to the Senior Maintenance and Facilities Engineer, is primarily responsible for developing, implementing, and maintaining the County’s asset management system to ensure consistent practices across all facility portfolios. This role focuses on asset lifecycle planning, data integrity, and long-term forecasting to support informed decision-making and sustainable infrastructure management. Key duties include leading and maintaining the asset management framework, conducting and coordinating building condition assessments and reserve fund studies to ensure accurate facility asset data, unit rates, and multi-year capital projections.

Development of asset management processes and standards across County facilities, including SCHC, supportive housing, non-profit housing, and corporate properties. The position also provides guidance on asset-related issues such as building envelopes, site services, mechanical and electrical systems, landscaping, safety and security, life cycle analysis, and capital planning. In addition to these core responsibilities, the Asset Management Project Engineer supports project delivery by assisting with project specifications and ensuring alignment with asset management objectives and standards.

DUTIES AND RESPONSIBILITIES (not listed in order of priority)

1. Assist in the development and maintenance of the current asset management software (Citywide) and implementation of capital/operating plans and budgets for the SCHC, Non-profit housing, and County facilities. Ensuring alignment of all assets both within the site and portfolio, optimizing the tendering process.

2. Conduct, review, and evaluate building condition assessments/Reserve fund studies for County facilities and Non-profit housing providers.

3. Assist the Senior Maintenance & Facilities Engineer by developing detailed long-term planning strategies for the Simcoe County Housing Corporation, Non-profit providers, County facilities and Supportive housing with an average annual capital/operating budget that comprises a significant portion of the overall County budget.

4. Responsible for assisting with the preparation of reports and presentations to municipal councils, senior management and housing provider’s board of directors on matters relating to budget request forms, asset planning, capital expenditures, and other policy related topics.

5. Under supervision of the Senior Maintenance & Facilities Engineer, make recommendations to providers on maintenance priorities, allocating resources (budget, human, physical) and providing technical advice and guidance to provider staff and contractors to implement preventative maintenance programs and to expedite repairs when required.

6. Provide recommendations to SCHC, Non-profit providers, County facilities and Supportive housing providers on the purchase of equipment, materials and supplies according to needs, budget limitations and purchasing policy.

7. Provide strategic direction and oversight for the planned capital/operating projects across multiple supervisory teams. Determine the definition of project objectives, resource requirements, and financial planning, ensuring alignment with organizational priorities and regulatory standards. Oversee cross-functional coordination to drive project execution, mitigate risks, and ensure delivery within scope, schedule, and budget constraints.

8. Assist the Senior Maintenance & Facilities Engineer with advice and guidance on capital works projects including site inspections, direct contractors in completion of work; inspect work in progress for adherence to specification by contractors and final inspection reports for deficiencies in all work.

9. Under supervision of the Senior Maintenance & Facilities Engineer, prepare tender documents, project drawings, estimates and contractor selection for use by non-profit corporations, SCHC, Supportive Housing & County Facilities within the portfolio.

10. Under guidance of the Senior Maintenance & Facilities Engineer, develop standard maintenance related policies and procedures.
