The Township of Adjala‑Tosorontio is located north of the GTA, at the southwest border of Simcoe County with a population of 11,000 residents and offers rural living with proximity to urban amenities.
Position SummaryReporting to the Director of Public Works and Engineering, the Engineering & Development Manager plays a key role in planning, coordinating, and executing engineering and development initiatives within the Township. The position is responsible for overseeing municipal engineering projects, supporting new development, and ensuring infrastructure standards are met. The Manager provides technical expertise, project leadership, and strategic input to support sustainable growth, asset management, and compliance with municipal and provincial regulations.
Duties & Responsibilities- Manages municipal engineering projects including design, review, inspection, and construction coordination.
- Reviews engineering submissions from developers and consultants to ensure compliance with Township standards and long‑term infrastructure planning.
- Collaborates with Planning and Building departments to support responsible development and subdivision growth.
- Maintains and updates Engineering and Development Standards documents.
- Provides technical support and recommendations to the Director and other departments.
- Serves as the primary technical liaison between the Township, developers, consultants, and internal departments to efficient and sustainable integration of new developments into municipal infrastructure.
- Ensures development proposals align with municipal servicing capacity, infrastructure plans, and growth strategies.
- Participates in pre‑consultation meetings and provides engineering input on planning applications.
- Provides day‑to‑day leadership, mentoring, and supervision to the Municipal Assets/Project Manager.
- Oversees the development and implementation of asset management plans.
- Supports the integration of GIS and asset management software (e.g., City Wide) into infrastructure planning and reporting.
- Assists in lifecycle analysis and capital planning for municipal assets.
- Assists in the preparation and evaluation of RFPs, RFQs, and tenders related to engineering and development projects.
- Monitors contractor and consultant performance and ensures project milestones and deliverables are met.
- Supports procurement processes in alignment with Township policies and applicable legislation.
- Ensures engineering activities comply with relevant provincial legislation, municipal by‑laws, and industry standards.
- Prepares technical reports, Council recommendations, and budget inputs related to engineering and development.
- Supports regulatory audits and inspections as required.
- Responds to public inquiries and development‑related concerns in a professional and timely manner.
- Attends Council and Committee meetings as required to present engineering and development matters.
- Fosters collaborative relationships with internal departments, external agencies, and community stakeholders.
- Post‑secondary education in Civil Engineering or a related discipline.
- Professional Engineer (P.Eng.) or Certified Engineering Technologist (C.E.T.) designation.
- Project Management Professional (PMP) certification is an asset.
- Minimum 5‑7 years of progressive experience in municipal engineering, development review, or infrastructure planning, including a minimum of 2 years experience in a supervisory capacity.
- Strong knowledge of municipal infrastructure systems, engineering design standards, and asset management principles.
- Demonstrated working knowledge of municipal infrastructure construction, applicable legislation, regulations and engineering standards; working knowledge of local government functions and responsibilities, provincial government and associated agencies as they related to municipal engineering responsibilities and employee relations principles, practices and applicable legislation.
