Job Purpose

The overall purpose of this role is to manage and develop projects within the Minor Capital Programme Delivery Service. As a Project Manager you will be accountable for ensuring that service delivery is focused on meeting the needs of children and young people, delivering equal access to excellent services. You will participate in transformational change, implementing new structures, strategy, policy, procedures and processes for these services across the Infrastructure and Capital Development Division and the Minor Capital Programme Delivery.

The role is responsible for the effective management and delivery of all Minor capital works, working closely with the Department of Education (DE) and other sectorial bodies to ensure compliance with policy and capital standards.

Main Duties and Responsibilities
  • Assisting with the provision of cost control in connection with the Education Authority’s capital and revenue projects;
  • Providing estimates and monitoring expenditure on the Education Authority’s programmes of work;
  • Assisting with progressing contract and fee payments on a wide variety of projects.
Implementation of Projects
  • Advising other units on contractual procedures to be followed and producing contract preliminaries for tender documents;
  • Assisting with selecting contractors, scrutinising submitted tenders, assessing claims for payment and settling final accounts and claims;
  • Assessing fee claims received from external consultants.
Negotiations with DE
  • Assisting with progressing capital projects through the Department of Education financial approvals system and negotiating with the Department of Education on cost allowances for each project.
Development Works
  • Assisting with identifying options to be included in economic appraisals and forecasting revenue and life‑cycle costs for all options; preparing and completing economic appraisals;
  • Assisting with preparing post‑project evaluation reports on completed major contracts;
  • Assisting with the Education Authority’s five‑year property strategy.
Procurement of External Consulting Services
  • Assisting with directing external professional consultants to ensure that the Board’s standards are met on a wide range of capital and revenue projects;
  • Assisting with the payment of external consultants in accordance with agreed terms.
Asset Management
  • Assisting with the Education Authority’s property condition surveys and updating information as required.
Other Responsibilities
  • Carry out the full range of professional services as a Project Manager on any projects as directed by the Head of Service and Locality Manager.
  • Act as Project Manager / Project Sponsor / Senior Responsible Owner on any projects as directed by the Head of Service and Locality Manager; co‑ordinate and manage in‑house technical teams and external contractors to ensure projects are completed on time and within budget.
  • Carry out the full range of professional duties of a Principal Designer under the Construction Design and Management Regulations (CDM) and advise and monitor local staff on issues relating to CDM regulations.
  • Manage delivery of the Education Authority’s annual minor works programme from RIBA Stage 0 to Stage 7, ensuring projects are delivered within cost, time and statutory requirements.
Supervisory Responsibility

The post holder will be responsible for supervising a large number of highly qualified external consultants in the construction industry (Architects, Mechanical, Electrical, Structural Engineers, Quantity Surveyors, Clerk of Works and Principal Designers). This supervision is not shared but the post holder reports to the Line Manager and may deputise for the Line Manager as required. The post holder may also supervise Architectural Technicians, Students and Administrative Staff.

Qualifications

Essential Criteria
  • Hold a Degree in Project Management or a construction‑related discipline and have a minimum of three years experience in construction‑related Project Management;
  • OR hold corporate membership of a relevant Professional Institute (e.g. RICS, CIOB, ABE, APM, PMI, CIAT, ARB) and have a minimum of two years experience in construction‑related Project Management;
