This is planning work at the professional level, working in the Development organizational unit. Under the supervision of a Manager of Development, the position will primarily be responsible for advancing a range of development applications through approvals, including rezoning applications, development permits, and development variance permits.
Responsibilities- Advance development applications in the City’s Town Centres and Downtown, focusing on high-density, mixed-use development and master planning.
- Help implement the City’s recently approved Height Based Development Framework, prioritizing high-quality planning and design outcomes.
- Provide early planning assessment and advice to potential applicants; apply City policy and legislation applicable to development applications.
- Apply city planning expertise and interpret consultant studies as it relates to advancing development applications.
- Review and prepare complex current development proposals; prepare reports and bylaws.
- Chair meetings and attend Council and Committee meetings to present applications; organize and attend other community and related meetings to provide advice, information, and explain policies and procedures.
- Work collaboratively with internal and external contacts and groups to lead development projects to completion; support the formulation, modification, and implementation of land use policy, practices, and regulations.
- Oversee and participate in the work of professional and/or technical staff engaged in major planning projects relating to land use, transportation, zoning, urban design or similar.
- Master’s Degree in Planning or related discipline with considerable professional experience in urban or regional planning; or an equivalent combination of training and experience.
- Thorough knowledge of the principles, practices and objectives of urban and regional planning, as well as municipal land use policy and provincial land use regulation.
- Ability to express ideas effectively orally and in a written or graphic manner.
- Ability to establish and maintain effective working relationships with other employees, professionals and the public, and to transmit clearly the principles and requirements of sound planning and development.
- Membership or eligibility for membership in the Planning Institute of British Columbia or the Canadian Institute of Planners is required.
