Position: Construction Quality Coordinator (Contract)
Job Description

SGS is currently looking for Construction Quality Coordinator for one of our clients. It is a contract position, and the candidate needs to be an independent contractor. (IC)

The Construction Quality Coordinator (CQC) is the Company’s authorized representative and works in parallel with the Construction Manager/Assistant Construction Manager and the team to successfully execute construction projects at a high level of safety and quality. The CQC role aids and guidance during the construction phase of the project to aid in the set-up of quality culture. The CQC continuously and proactively reviews the project status, records, and processes to assure conformance to the established Project Quality Plan (PQP).

The CQC will:

  • Actively participate in identifying and providing input on any opportunities for continuous improvement and recognizing any obstacles to improve on the safe and efficient operation of all aspects of construction activities.
  • Conduct pre-audit checks of all construction records including but not limited to; inspector Certifications and qualifications, Contractor conformance to the stated PQP, checks of project conformance to the overall PQP. If applicable, performs checks of operator qualification records and span of control.
  • Ensure a strong commitment to all safety, environment, and quality expectations as well as general policy and procedures during all construction activities.
  • Ensure that required results are properly documented via inspector reports or Contractor Inspection and Test Plans (ITP).
  • Work with the Contractor to create Contractor turnover binders and is active in reviewing the binder on an ongoing basis.
  • Works with the CMT to identify Non-conformances and non-compliance issues and recommending corrective actions.
  • Roles and Responsibilities

    The Construction Quality Coordinator will:

  • Using stop work authority, will immediately stop work activity, and notify Contractor supervision of unsafe conditions and/or act and ensure all site personnel are aware of their obligation to do so as well.
  • Ensure that the contractor is implementing their Quality Plan.
  • Review and understand contractor Safe Work Practices & Job Safety/Hazard Analysis for the work they are assigned to oversee and hold contractor accountable to execute the work to the per the procedures. This includes participation in daily tailgate/tailboard meetings and field level hazard assessments (FLHA).
  • Oversee the quality inspection staff, where required, to ensure compliance (, drawings, specifications, codes, standards, regulations, contractors’ site-specific quality plan/contract).
  • Ensure ITPs are completed as the work is being progressed, and relevant documentation is reviewed and accepted by TC Energy.
  • Work with the contractor to ensure that stakeholder and local community commitments within their scope are tracked and implemented.
  • Work with the contractor to ensure that TC Energy quality requirements are implemented, where required and/or applicable.
  • Advocates for Quality deliverables by fostering a positive work environment and a proactive/mature quality culture with the inspection staff.
  • Monitor quality at the work site and as required influence corrective action with the Contractor or inspection staff.
  • Identify and report, where required, quality and/or safety non-conformance issues.
  • Provide quality assurance/quality control (QA/QC) leadership, expertise, and guidance to the project personnel.
  • Participate in incident investigations.
  • Records management associated with construction quality documentation.
  • Identify innovation and value creation opportunities related to construction quality aspects
  • Participation in lessons learned and close-out meeting(s).
  • Participate in site safety and quality walk downs and note any discrepancies.
  • Interface with the contractor’s personnel to ensure that the codes, standards, and design are being adhered to.
  • Champion the effective utilization of QA/QC processes – NCR, MOC, LL, RFI, etc.
  • Complete the daily inspection reports in accordance with applicable Company Inspection Standards.
  • Perform or participate in quality audits/assessments to ensure conformance with requirements
  • Qualifications

    Highschool Diploma or GED

    API
    1169

    Knowledge of and experience with industry processes and procedures

    5+ years work experience in pipelining or facilities construction

    Discipline Engineer, Technician, Red Seal Journeyman or Designated Specialist

    Technical or Engineering Technology Diploma or Journeyman Ticket in related field

    Trade - Red Seal in relevant field

    University Degree in relevant field
