About the role

Due to expansion, we’re looking for an Operations Manager to join our Welsh Water framework. Responsible for overseeing the end-to-end delivery of all programmes. You’ll ensure on-site activities run smoothly, meet framework requirements, and deliver safely, on time, and within budget. In this fast-paced, potentially 24/7 environment, you’ll monitor client KPIs, maintain quality and compliance standards, and lead programmes to the highest professional level.

Collaboration with clients, supply chain partners, and stakeholders will be key, using a mix of internal and external resources.

Key Responsibilities
  • Oversee delivery and financial performance of programmes, identifying risks early and taking corrective action.
  • Plan, coordinate, and supervise work in line with contract requirements; organise collaborative planning sessions when needed.
  • Provide timely supervision, coaching, and performance monitoring for teams and supply chain partners.
  • Promote Health, Safety, and Environmental compliance in line with Avove’s standards.
  • Manage change control, supplier quotes, and support business case approvals.
  • Ensure programme scope, design acceptance, risk management, and quality assurance processes are in place.
  • Manage productivity and cost-effectiveness of teams and supply chain partners.
  • Liaise with supply chain on construction methods and design solutions.
  • Ensure all deliverables meet client requirements, deadlines, and budget.
  • Conduct site visits, maintain communication, and attend management meetings.
  • Approve change control, monitor compliance, and contribute to final account submissions.
  • Ensure effective use of resources, welfare facilities, and accurate record-keeping.
  • Approve invoices, manage payments, and maintain contract compliance.
  • Ensure team competence, training, and adherence to company policies.
Skills and Experience
  • SMSTS Certification
  • NEC4 Project Management (or equivalent training)
  • Strong understanding of Health, Safety, Environment & Quality (HSEQ) and relevant legislation
  • Ability to engage and collaborate effectively with a wide range of stakeholders
  • Practical knowledge of NRSWA regulations and associated practices
  • Financial awareness with the ability to manage budgets and cost control
