Our Opportunity

Hitachi Rail manages the Connect telecoms network on behalf of Transport for London. Connect is the operational telecoms system for the London Underground; it is critical to the operation of the Underground network. The Hitachi team manages a portfolio of projects, large and small, to upgrade, alter and extend the Connect network. We are looking to appoint a new Project Engineering Manager to support the delivery of this portfolio.

As Project Engineering Manager, you will manage a team of Project Engineers delivering site installation, testing and commissioning works for a range of telecoms projects. The team is responsible for planning all aspects of the site works, including arranging access and authority to work, assigning engineers and managing the deployment of assets on site. This role is based at Waterloo working a minimum of two days per week from the office, in line with current SRS policy.

Key Responsibilities
  • Manage a team of 8‑10 Project Engineers, working primarily on telecoms projects within the TFL Services portfolio.
  • Oversee the day‑to‑day planning of all site activities, ensuring the Project Engineers are organised correctly to avoid any lost productivity.
  • Assign bids and projects to Project Engineers on the basis of their skills, experience and existing workloads. Ensure workloads are balanced and sustainable across the team.
  • Ensure all bid outputs relating to Installation and Testing are produced within contractual or agreed timescales for completion, as instructed by WPMs or Bid Manager.
  • Devise SMART objectives for team members. Hold team members accountable for their performance. Provide regular feedback to individuals against their performance objectives.
  • Ensure Project Engineers plan and deliver work packages in accordance with the agreed budgets and timescales.
  • Support Project Engineers with the resolution of issues and escalations affecting project delivery.
  • Identify ways to improve Project Engineering tools and processes within a continuous improvement framework.
  • Work with Senior Team Leader and Team Leaders to resolve issues affecting site works.
  • Work with Head of Project Delivery and WPMs to resolve issues affecting the planning and delivery of projects.
Technical Skills and Experience
  • Proficiency in interpreting technical documents and transforming them into clear and concise work instructions.
  • Competence in evaluating complex situations and crafting solutions that incorporate technical, logistical, and interpersonal dimensions.
  • The ability to use digital tools to access and maintain detailed project records.
  • Skill to organise intricate tasks with various dependencies.
  • Capability to handle a significant and shifting workload through prioritisation and deadline adherence.
  • Knowledge of APM Project Management framework.
  • Understanding of relevant technical standards related to the railway environment.
  • Ability to implement new ways of working to drive consistency and quality upwards.
  • Experience working or planning works in a railway environment, London Underground and/or Network Rail.
  • Foundation of knowledge in telecoms and/or related disciplines.

  • Strong stakeholder management skills – both internally and externally.
  • Highly organised.
  • Effective prioritisation.
  • Excellent problem solver.
  • Able to context switch between large‑scale projects and nitty‑gritty detailed delivery.
