Role OverviewNorthrop Grumman has an immediate need for an IT Project and Portfolio Manager (PPM) to lead the IT PPM function for IT services delivered in Northrop Grumman's businesses in the EMEA Region (Europe, Middle East and Africa). You will be responsible for the delivery of all IT Projects in partnership with the wider EMEA IT team and Northern Grumman central IT Service Lines/project teams.
The position will be located in Cheltenham and will report to the EMEA IT Director.

- Shaping and implementing a Project and Portfolio function to mature delivery of IT projects and deliver what we say, when we say
- Project management of critical IT Projects
- Lead the delivery of IT Projects and IT Project Portfolio for the EMEA IT function
- Directly manage key projects and manage the team to deliver the wider portfolio of projects
- Managing and improving project delivery for the IT EMEA function
- Implementing, maturing and maintaining Project Management disciplines for the EMEA IT Team, including
- Planning
- Reporting
- Project governance
- Delivery focus
- Managing Project budgets, ensuring cost effectiveness and efficient resource allocation
- Ensuring accurate and consistent reporting of projects to keep senior management, stakeholders and customers fully informed in all areas
- Lead and direct multi‑function project teams to deliver all phases of the project delivery lifecycle
- Instil a ‘Project Excellence’ mind‑set, developing and coaching teams as required
- Be the key interface to stakeholders, managing and maintaining the relationship to ensure delivery of projects and a high level of customer satisfaction
- Establish and be accountable for delivery of key project milestones, plans, resources, schedules, and budgets in accordance with delegated authority
- Identify and manage project and portfolio risks and issues, identifying, agreeing and implementing appropriate solutions
- Managing and motivating the team, fostering a positive and productive environment
- Working with wider corporate IT functions to effectively deliver the best possible service
- Bachelor’s or higher degree in Computer Science, Management Information Systems, Business or related field of study and extensive relevant professional experience. In lieu of education, extensive related experience will be considered
- Proven leadership experience of IT Project management, including change management
- Successful delivery of projects in secure / non secure environments, including transition into service
- Strong communication skills & experience to influence senior stakeholders
- Able to translate & present complex technical concepts to management & customers
- Expert in the application of recognised, project, portfolio and service management frameworks e.g. PMI, APM, MSP, Prince II, ITIL
- Competent in the use of MS office including MS project or other industry recognised project scheduling tools
- Expert in risk/issue and opportunity management
- Demonstrate a thorough understanding of the technical concepts required for the role
- Experience leading diverse functional teams driving outcomes and achieving results
- Results‑oriented team player, with the ability to handle a rapidly changing set of priorities while maintaining a strong professional presence
- Must be flexible and demonstrate strong judgement/decision‑making skills and risk management, as well as strong business and technical acumen
- Proven experience of managing, coaching and developing staff
- Excellent organisational, verbal, and written communications skills
- 25% travel is required
- Prior experience of undertaking a similar role for manufacturing, engineering, development and production environments – to include classified and unclassified environments
- Comfortable making recommendations that have broad organisational impacts
- Possess strong interpersonal and written skills; strong organisational and analytical skills; and must be a team player
- Able to gain and maintain the highest level of UK Government security clearance or relevant UK Government security clearance in line with this role (SC)
