The Head of Corporate Finance will provide strategic leadership and management of EMCCA’s Corporate Finance function, ensuring the delivery of high-quality, effective, and consistent financial services that support the organisation’s evolving needs and strategic objectives.
As a key member of the Finance Management Team, the post holder will play a central role in shaping and delivering EMCCA’s Medium-Term Financial Strategy (MTFS), capital strategy, and treasury management arrangements. The role will ensure financial sustainability, strong governance, and value for money, while supporting the delivery of regional priorities.
Collaboration is fundamental to the role. The post holder will work closely with the Head of Financial Services, Finance Business Partners, constituent authorities, and external partners to ensure seamless financial planning, robust financial controls, and effective financial decision‑making across the organisation.
Key Accountabilities- Lead integrated finance functions to achieve shared organisational goals, maximise service value, and manage financial risk effectively.
- Act as a trusted professional authority, providing expert financial advice to EMCCA, senior officers, elected members, and partners.
- Translate strategic priorities into actionable annual financial plans and implement financial policies within agreed governance frameworks.
- Drive innovation, continuous improvement, and best practice across corporate finance activities.
- Ensure compliance with all relevant statutory, policy, and legal frameworks, maintaining alignment with EMCCA’s strategic priorities.
- Provide strategic leadership of the Corporate Finance function, ensuring alignment with EMCCA’s vision, mission, and strategic objectives.
- Lead the development, ownership, and delivery of the Medium‑Term Financial Strategy (MTFS), capital strategy, and associated financial plans.
- Oversee revenue and capital monitoring, ensuring timely, accurate, and insightful financial reporting.
- Oversee strategic financial planning, budgeting, accounting, and performance reporting.
- Ensure compliance with statutory financial requirements, including responsibility for the preparation of EMCCA’s annual Statement of Accounts and liaison with external auditors.
- Maintain robust financial controls, risk management arrangements, and counter‑fraud measures across the Authority.
- Ensure the integrity of EMCCA’s accounts, financial systems, and procedures, providing high‑quality financial advice and management information to senior management, elected members, and governance boards.
- Lead, in conjunction with the Systems Accountant, the maintenance and continuous improvement of EMCCA’s finance system once implemented.
- Drive financial efficiency, value for money, and continuous improvement across all corporate finance activities.
- Lead financial appraisal and evaluation of business cases, commercial proposals, income generation, and cost recovery activities.
- Manage the accounts payable and accounts receivable functions, ensuring effective cash management and financial control.
- Work collaboratively with finance leads in constituent authorities and other partners to support aligned financial planning and effective funding flows for regional initiatives.
- Build and maintain strong professional relationships with key internal and external stakeholders, providing trusted financial advice and support.
