Responsibilities
- Develop and manage formal leases and licences with partners and landlords as appropriate.
- Carry out the Tenant Representative function to those buildings where the Trust is tenant.
- Work with tenants and landlords to provide "fit for purpose" buildings ensuring appropriate maintenance and landlord services are carried out in line with the agreed formal lease.
- Responsible for the management of the Community Property Services on behalf of UHCW including line management to Admin staff.
- Responsible for the liaison and lease negotiations for new property agreements as both tenant and landlord and all commercial related property matters.
- Responsible for renewals, rates valuations and all associated property matters with NHS Landlords, Private Landlords including PFI/LIFT, Local Authorities and other private and public bodies.
- Responsible for verifying all property related data and updating the Trust property database.
- Devise, implement and manage the Property Asset Management Plan.
- Act as Head Tenant / Tenant Representative function to include:
- Managing contractor performance.
- Managing key relationships.
- Contract administration.
- Driving performance improvements and efficiencies.
- Attend all building user group meetings with landlords and ensure service provision is as per the terms of the lease.
- Take the lead on the search for and setting up new accommodation requirements from feasibility to occupation.
- To work with all landlords to develop, maintain, implement, monitor and report on property condition, functional suitability, quality and space utilisation.
- Ensure policies and procedures that are necessary to maintain the property management services meet the required standards, are in place and regularly reviewed.
- Ensure that systems are in place so that risk assessments of all the Trusts and designated premises are carried out in accordance with Trust policies.
- To develop, maintain and periodically review leases / contracts for each property, ensuring they accurately reflect the services and associated costs.
- Responsible for the annual submission and management of the Trusts Premises Assurance Model.
- Work with all landlords on associated strategies and future plans to improve the function of properties.
- Carry out regular site visits to ensure staff occupying the facilities are working safely and in appropriately maintained facilities, raising any issues with the landlord.
- Provide expert, specialist knowledge and advice on areas of property within your management control and respond to national and local directives as appropriate.
- Develop close working relationships with Department Managers to ensure a seamless operational Property Management Service is delivered.
- Be a member of the Trust's Agile Working Group to assist with management of space throughout the Trust.
- Use of MICAD and CAFM software.
- Key member of the ICB / LEF disposals group to harness a system wide utilisation of public estate.
- Lead compliance audits and surveys (Third Party Occupancy).
- The role will require a high level of interpersonal and communication skills in managing complex, sensitive and oftentimes contentious information.
- Analytical ability and an ability to assimilate and integrate different schools of thought and complex issues, which involve interpreting and comparing different options.
- Monitor / report on budget spend for community properties.
