Senior Quantity Surveyor

Job Purpose

The Senior Quantity Surveyor is responsible for leading the commercial and contractual management of multiple marine infrastructure projects, ensuring financial efficiency, effective risk management, and value optimisation. The role involves high-level cost control, strategic procurement, contract administration, and stakeholder engagement to support successful and high-quality project delivery.

As a senior member of the Commercial team, the Senior Quantity Surveyor provides leadership, mentoring, and guidance to junior surveyors, while ensuring compliance with industry regulations and best practice.

Key Responsibilities

1. Commercial & Financial Management

Oversee the financial management of multiple marine infrastructure projects, ensuring profitability and efficiency

Develop detailed cost estimates, project budgets, and cash flow forecasts

Prepare and review cost value reconciliations (CVRs) and financial performance reports

Identify opportunities for cost savings, value engineering, and commercial improvement

Manage project profit and loss (P&L) reporting and ensure alignment with financial targets

2. Contract Administration & Risk Management

Lead the preparation, negotiation, and administration of high-value contracts

Ensure compliance with contractual obligations, legal requirements, and industry standards

Identify, assess, and mitigate contractual and financial risks

Prepare and manage claims, variations, and dispute resolution

Develop and implement strategies for contract negotiation and risk mitigation

3. Procurement & Supply Chain Management

Oversee procurement strategies to ensure competitive pricing and value-driven selection

Evaluate and negotiate subcontractor and supplier tenders

Manage supply chain performance across marine infrastructure projects

Undertake cost benchmarking and market analysis to support commercial decisions

4. Leadership & Team Development

Provide mentoring, training, and leadership to junior and project quantity surveyors

Support the development of commercial strategies and continuous improvement initiatives

Promote collaboration between project teams, finance, and operational departments

Contribute to the development of commercial policies, procedures, and best practices

5. Cost Control, Reporting & Compliance

Lead cost monitoring, forecasting, and financial reporting activities

Ensure financial records, reports, and documentation are accurate and audit-ready

Drive compliance with health, safety, environmental (HSE), and regulatory requirements

Present financial and commercial performance updates to senior management and stakeholders

6. Client & Stakeholder Engagement

Build and maintain strong relationships with clients, subcontractors, and regulatory bodies

Act as a key commercial representative in meetings, negotiations, and progress reviews

Work closely with Project Managers, Engineers, and senior commercial leadership to align financial and operational objectives

Key Skills & Competencies

Advanced expertise in quantity surveying, cost control, and contract management

Strong understanding of marine infrastructure, civil engineering, and offshore construction

Excellent contract administration and negotiation skills

High-level financial forecasting, reporting, and analytical capability

Proven leadership, mentoring, and stakeholder management skills

Proficiency in cost management software and Microsoft Office (Excel, Word)

Strong problem-solving, risk management, and decision-making abilities

High attention to detail and ability to perform under pressure in fast-paced environments

Qualifications & Experience

Essential

Degree in Quantity Surveying, Commercial Management, Civil Engineering, or a related discipline

Minimum of 7 years’ experience in a senior quantity surveying role

Proven experience managing high-value contracts and complex commercial negotiations

Demonstrated experience leading and mentoring commercial teams

Desirable

Professional accreditation (e.g. RICS or equivalent)

Experience with in marine infrastructure, port development, dredging, coastal defence, or offshore construction

Additional Requirements

Flexibility to travel to project sites as required

Ability to work extended periods on site, including overnight stays

Strong understanding of HSE regulations and marine construction best practice
