New Delhi - 110070) Although the position is in Delhi, the APC is expected to travel to various states where the project is executed both for research as well as project implementation and monitoring.
Qualifications:
Essential:
Educational
Qualification:
PhD in Police Sciences/Criminology /Internal Security/Public Safety or any other related field.
Researcher/Consultant with 8–10 years of experience (working in the domains of policing, criminology, citizen-centric policing, gender- and child-sensitive policing) in universities, other research institutes, NGOs, think tanks, or consulting firms. (Minimum experience may be relaxed in exceptional cases at the discretion of the Project Director.)
Proficiency in research tools for data collection and data analysis
Proficiency in Report Writing
Strong coordination and leadership skills for engagement with senior police officers in IPF and states, State Nodal Officers, trainers, research staff and other research institutions
High level of proficiency in computer skills.
Willingness and good health to undertake field visits as and when required.
Attend the IPF office at Vasant Kunj, Delhi, on a regular basis
Good command over English and Hindi.
Desirable:
Familiarity with
- Criminal laws
Relevant Supreme Court and High Court judgments
NHRC directives
MHA and State Government circulars in the relevant field
Recommendations of police commissions, including the National Police Commission etc.
Previous research publications in peer-reviewed journals.
Preference will also be given to candidate who can join in 15 days.
Salary and Ither Service Conditions
- ₹75,000 per month (including ₹5000 as transport allowance)
Economy-class airfare for visits to various States and UTs
Accommodation in police guest houses (or will be reimbursed as per IPF policy).
Other service conditions will be governed by IPF HR and other policies
Selection Process:
Selection will be based on a written examination and an interview to be held in the months of January/February 2026, along with scrutiny of the research publications.

Roles and Responsibilities of Assistant Project Coordinator
Job Description
The role of the Assistant Project Coordinator (APC) involves coordinating both the research and operational components of the Internal Police Reforms Project. Working closely with the Project Director (PD), Project Coordinator (PC), and State Supervisors, the APC will play a key role in project planning, implementation, coordination, monitoring, and documentation across three states.
Roles and Responsibilities
1. Research and Data Analysis
• The APC will head the research team, provide guidance to Research Associates, and monitor their work
• Oversee data entry in Google Forms for data collected during Public Consultation Meetings
• Coordinate with Research Associates to review stakeholder-wise data analysis and improve analytical outputs
• This includes data analysis for both quantitative and qualitative data collected through three tools (structured questionnaires, FGDs, and in-depth interviews)
• Coordinate with and visit external agencies engaged for outsourced data analysis
• Guide Research Associates in desk research, including analysis of reports of the National Police Commission and other committees on police reforms
