We have a current opportunity for a HSE Superintendent on a temporary basis. The position will be based in Qatar.

Accountabilities
  • The job holder manages all construction activities related to the Ruya Batch 1 contract under the responsibility of Worksite CSR and Package HSE Lead, demonstrating exemplary behavior with regard to HSE rules & requirements.
  • As responsible of the HSE team, fully understands, develops and promotes HSE policy (Incident Free + program, Life Saving rules, etc.), culture and objectives for the project.
  • HSE supervision of the daily construction activities on the worksite.
  • Special HSE focus on scaffolding activities and working on height, lifting and rigging, and Confined Space Entry activities.
  • Manages HSE supervisors on the worksite.
  • Being “visible in the field” and “walking the talk” with HSE as a priority.
  • Adheres to and effectively communicates Project’s HSE Policies.
  • Intervenes where HSE deficiencies are identified and reports.
  • Promotes HSE on sites as a priority.
  • Attends Project HSE meetings, training and inspection as invited.
  • Consults with Construction and HSE team in execution and planning of key critical activities.
  • Works closely with the Head Projects HSE to promote realization of Project HSE objectives.
  • Supervises construction activities to ensure compliance with company values and policies, relevant laws and regulations, agreed company priorities and objectives, company standards and procedures and good industry practices.
  • Performs regular Health & Safety inspections in compliance with CPY HSE policy and expectations.
  • Performs HSE audits in accordance with Contract requirements.
  • Ensures all works are performed without risk for surrounding areas.
  • Encourages and promotes HSE practices improvement during construction phase.
  • Establishes good communication between Company and Contractor.
  • Prepares and performs presentations & inductions.
  • Manages an organization to cover all HSE aspects of contractor construction yard.
  • Ensures timely review of HSE aspects of construction documentation.
  • Exhibits high‑class HSE administration skills:
    Training, Incident investigation, Cause Tree Analysis lead & reporting.
  • Promotes Project HSE policies including safety observations, close‑outs and housekeeping activities.
  • Follows up on mandatory HSE trainings for Company and Contractor’s staff.
  • Participates in development of bridging documentation for offshore campaign.
  • Promotes and participates in HSE communications and workshops as part of safety culture program implementation.
  • Ensures all site personnel wear appropriate PPE.
Scaffolding

Ensures Contractor and its subcontractors comply with scaffolding requirements. Checks, inspects and monitors that the area is barricaded during erection and dismantling of scaffolding, that scaffolding is erected, modified and dismantled only by qualified personnel, that scaffolders use appropriate fall protection, that scaffolding material is appropriate for their use, and compliant to standards. Ensures the scaffolding tagging system is well implemented and that scaffolding inspections are carried out periodically by qualified personnel.

Obtains and reviews procedures, certificates and drawings related to scaffolding.

Lifting

Monitors site lifting activities. Expedited and monitors applicable lifting plans, attends to all critical lifting. Performs lifting gear and equipment inspections, checks if they are in line with inspection and color coding. Ensures that defective gears and equipment are moved and banned from the Project Construction area. Checks that all lifting material and equipment are used within the correct weight limits.

Checks lifting performances related communications between associated lifting personnel and the identification of the Person in charge. Ensures that there will be NO load lifting activities over personnel and the warnings, precautions and barriers. Ensures correct slinging & rigging of materials prior to be lifted.
