Italconsult, a leading international engineering consultancy with over five decades of track record in the State of Qatar, is seeking an accomplished Technical Director to lead and oversee the technical operations of its Qatar Branch.

The ideal candidate will bring a proven track record in program and construction management of large-scale infrastructure developments, coupled with in-depth familiarity with major public works and infrastructure authorities such as Ashghal (PWA), the Ministry of Municipality and Urban Planning, Qatar Rail, and Qatari Diar.

As Technical Director, you will be responsible for ensuring that all Italconsult projects in Qatar are delivered to the highest standards of quality, safety, schedule, and cost efficiency. This leadership role requires an experienced professional with a strong background in civil infrastructure, exceptional team management capabilities, and the strategic acumen to guide technical excellence across multiple programs.

Roles and Responsibilities
  • Provide strategic direction and technical leadership across all projects to ensure alignment with contractual obligations, client expectations, and international best practices.
  • Act as Italconsult's senior representative with clients and contractors, fostering strong relationships and ensuring seamless coordination with client management teams.
  • Lead Italconsult's technical operations at the program management level, ensuring consistent delivery of high-quality engineering and supervision services.
  • Supervise planning, design coordination, and construction supervision of major roads, infrastructure, and drainage projects.
  • Establish performance targets and KPIs for supervision teams to drive accountability, efficiency, and excellence.
  • Ensure compliance with all applicable standards, including QCS, RPD specifications, and sustainability and environmental requirements.
  • Promote value engineering, innovation, and continuous improvement throughout project life cycles.
  • Audit ongoing projects for alignment with client objectives, contractual obligations, and quality standards.
  • Oversee technical and commercial deliverables, authorize financial submissions, and manage resource allocations across the Italconsult team.
  • Identify and mitigate program-level risks through proactive monitoring using ARM systems and internal QA/QC procedures.
  • Prepare reports, presentations, and strategic recommendations for senior management and key stakeholders.
  • Ensure effective implementation of client management systems (PMDS, Blueworks) for reporting, change management, and performance tracking.
  • Lead, mentor, and motivate multidisciplinary teams to foster collaboration and professional growth.
  • Ensure the mobilization and retention of qualified personnel across all active projects.
Requirements
  • Bachelor's Degree in Civil Engineering or a related discipline.
  • Minimum 20 years of experience in highway, infrastructure, or urban development projects, including senior management or technical leadership roles on major regional or international programs.
  • Minimum 7 years of similar experience.
  • Valid MMUP (UPDA) Engineering License is mandatory.
  • Professional Engineer (P.E.) or Chartered Engineer (CEng) certification is preferred.
  • Extensive experience in Qatar, with strong familiarity with local authorities, technical standards, and regulatory frameworks.
  • Proven background in Program Management Consultancy (PMC) or General Engineering Consultancy (GEC) roles.
  • Demonstrated ability to manage multiple complex infrastructure initiatives concurrently.
  • Outstanding communication, leadership, and negotiation skills.
  • Proven record of delivering high-quality infrastructure projects on time and within budget.
