Parsons is looking for an experienced Senior Utilities Design Engineer to join our team. In this role you will lead and innovate in designing advanced utility systems, collaborate with multidisciplinary teams, and drive excellence in infrastructure design.

• Develop conceptual and detailed engineering design for utility corridors, master planning of utilities, utility cross‑sections, write technical notes, and coordinate with other engineering sections.
• Review feasibility studies of utility corridors and easement requests for proposed and existing utilities.
• Conduct technical reviews of improvement plans, specifications, construction estimates, and design calculations to ensure compliance with approved criteria and good engineering practice.
• Be conversant with Qatar Utilities Authority regulations such as MM, PWA, KME, KMW, QAF, Ooredoo, Q‑Rail and other relevant Gulf authorities.
• Support the Construction Department by resolving technical design issues and interpreting drawings, coordinating with other sections.
• Provide technical guidance to engineers and designers.
• Supervise design plan and profile production for entire small‑scale projects.
• Review plans and profiles for technical compliance and clarity for construction.
• Develop simple workflows or templates to enable efficient repetition of design.
• Apply advanced engineering principles to complex analytical models.
• Check design deliverables from less experienced engineers.
• Develop baseline design schedules for a small team at the start of each task.
• Track progress of task assignments versus the baseline schedule.
• Contribute as a productive and efficient team member to meet project deadlines.
• Act as the primary interface with the client on all matters relating to work assignments within one engineering discipline.
• Mentor junior staff on technical aspects and conduct on‑site training as needed.

• Bachelor’s Degree in Civil Engineering (Master’s or higher preferred).
• 12+ years of related design and management of utility systems for diverse infrastructure projects, including transportation, water, sewage, and electrical systems.
• Professional Engineer registration required (PE, Peng, or CEng).
• Thorough knowledge of current technology to select and apply appropriate engineering software, and the ability to mentor staff on software applications and processes.
• Ability to determine methods and solutions for complex engineering problems, selecting the most efficient and economical approach.
• Capable of applying advanced engineering techniques and analyses within a single discipline; familiarity with industry codes and regulations.
• Excellent verbal and written communication skills, capable of communicating with clients, management, and project personnel on technical and non‑technical subjects.
• Proficiency in all engineering software, and ability to mentor staff in development of skills.
• Proficiency with complex engineering software and understanding of how engineering principles are applied in the software.
• Understanding of QA/QC standard practices and procedures, and ability to guide staff.
• Ability to develop complex sketches and detailing for plans.
• Draft special provisions for specialty elements with reduced oversight.
• Good understanding of design report preparation.
• Registered with the Ministry of Municipality and Environment (MME) in Qatar.

• Support the preparation of competitive technical and commercial proposals.
• Assist in the initial scope estimation necessary to cover all work with minimal supervision.
• Identify and propose mitigation to risks within proposed scope.
• Provide clear technical queries to clarify scope ambiguities.
