Job DescriptionWe are looking for an experienced Master Planner with minimum 12 years' experience to support a confidential project involved in large-scale Free Zone development projects in Qatar. We are seeking a highly skilled professional with a strong background in urban planning, master planning, and mixed-use or economic zone developments.
The Master Planner will be responsible for the development, review, and maintenance of comprehensive master plans that integrate land use, transportation networks, utility systems, and sustainable infrastructure. The role requires strong coordination with internal teams, external stakeholders, and government authorities to ensure compliance with planning policies and alignment with long-term strategic goals.
RESPONSIBILITIES- Participate in the development and maintenance of the existing master plans for designated Free Zone areas, integrating land use, transportation, utilities, public realm, and infrastructure components. Review and comment on consultants work and proposals in relation to these.
- Coordinate with relevant departments to ensure cross-functional integration of planning inputs.
- Prepare plot sheets and tenant packs for regulating the development of projects by investors in the Free Zones.
- Review requests issued by investors for modifications of the existing development regulations.
- Provide land use planning proposals for specific areas of the two Free Zones as needed, including modifications to existing parcellation plans, layout concepts, for catering to investor allocations, and infrastructure development.
- Collaborate with external consultants (master planning, traffic, environmental,, landscape) and internal stakeholders to ensure design and development alignment with the project objectives and local regulations.
- Prepare and present planning reports, diagrams, development briefs, and feasibility studies for senior leadership.
- Review and comment on development applications and plot allocations for investors, ensuring compliance with master planning principles.
- Support the preparation and continual improvement of planning policies, development control guidelines, and design standards.
- Contribute to sustainable development by ensuring that Master Plans developments incorporate green infrastructure, walkability, public realm enhancements, and smart city elements in master planning outputs.
- Liaise with government authorities and regulatory agencies to secure necessary approvals and ensure alignment with national and municipal planning policies.
- Contribute to internal policies and procedures development in relation to master planning where appropriate.
- Minimum of 12 years of experience in urban or master planning, preferably in large-scale developments or economic/industrial zones.
- Strong knowledge of GCC planning frameworks and international best practices.
- Education and
Certifications:- Bachelor's degree in urban planning, Architecture, or Civil Engineering (required).
- Master's degree in urban design, City Planning, or Regional Planning (Preferred).
- PMP and other relevant professional certifications (Preferred).
- AICP, RTPI, or similar international urban planning certification (Advantageous).
