Handover Manager

Job Description

• Lead the overall handover process for roads and infrastructure projects in compliance with Ashghal standards and project specifications.
• Develop and implement comprehensive handover and closeout strategies, ensuring readiness for project completion and asset transfer.
• Coordinate between design, construction, and operations teams to ensure all deliverables, documentation, and inspections are completed on time.
• Ensure all as‑built drawings, O&M manuals, warranties, permits, and final certifications are properly compiled and submitted.
• Liaise with Ashghal representatives and other stakeholders to ensure compliance with handover protocols and acceptance criteria.
• Monitor contractor performance related to completion, testing, and commissioning activities.
• Manage project punch lists, defect rectifications, and final inspections prior to handover.
• Maintain accurate project records, databases, and handover tracking systems.
• Support post‑handover evaluations and lessons learned to improve future project delivery.
• Ensure compliance with quality, health, safety, and environmental standards throughout the closeout phase.

• Bachelor’s Degree in Civil Engineering or related field (Master’s degree preferred).
• Minimum 18 years of professional experience, including substantial experience in roads and infrastructure projects.
• Proven experience in managing project handover, closeout, and commissioning within large‑scale infrastructure or highway programs.
• Strong understanding of Ashghal procedures, documentation standards, and quality systems.
• Excellent leadership, communication, and coordination skills.
• MMUP (UPDA) registration is mandatory.
• Previous experience working with international consultancy firms preferred.
