Parsons is working with regions leading public service utilities to orchestrate large‑scale O&M transformation programs that drive Service Delivery Excellence, Operational Efficiencies, Capability Building, Change Management, and Outsource Maximization.
The ICT Lead will be responsible for the effective management of all aspects of IT systems, including planning, implementation, operation, and maintenance. The role involves supervising and maintaining all ICT systems within the client organization, ensuring smooth operation, monitoring performance, and maintaining security compliance.
What You'll Be Doing:- Deploy and manage a full‑time Operational Technology (OT) / Information, Communications and Technology (ICT) Contract Performance Area support team comprising managerial and administrative personnel to deliver the scope of services.
- Assess the current OT/ICT provisions and identify pathways to develop improved systems that incorporate advances such as Artificial Intelligence, Machine Learning, Cloud‑based Solutions, Remote Sensing, and Automation.
- Scan relevant industries to identify developments of value and make targeted requirements to support and guide management.
- Assess and further develop existing OT/ICT systems, identifying improvements through new sensing technology, faster data speeds, GNSS, automation, and remote sensing.
- Develop the requirements for and begin implementation of Predictive Maintenance systems and models to detect potential issues before disruptions occur.
- Review existing deployed systems and technologies such as remote sensors and monitoring systems to identify efficiencies from unification platforms that can improve processes.
- Audit existing systems, hardware and software to determine overall risk, including obsolescence issues, availability of spares, and stock levels, and identify areas for improvement.
- Develop plans and procedures that guide the trials and adoption of new systems, software and hardware, ensuring legacy issues are identified early and managed adequately.
- Provide support and leadership on data management, migration, and user‑acceptance procedures before going live with new ICT systems.
- Monitor and evaluate the performance of all ICT changes and ensure calibration to achieve desired performance levels.
- Implement a comprehensive knowledge transfer process that will be in effect throughout the contract duration to guarantee structured learning and development of personnel.
- Manage IT staff by recruiting, training and coaching employees, communicating job expectations, and appraising performance.
- Evaluate subcontractors’ change orders as appropriate.
- Develop monthly reports for management.
- Preserve assets, information security and control structures.
- Handle the annual budget and ensure cost effectiveness.
- Qualified professional who has reached the Senior Management level; capable of providing planning, leadership, direction, and technical expertise to manage complex tasks and multi‑discipline projects.
- Minimum 25 years of experience in a relevant area, with at least 12 years in a leading role.
- Both regional and international experience required. Minimum of 8 years of experience working in North America, Western Europe, Australia, or an equivalent region.
- Exceptional verbal and written communication in English required; knowledge of Arabic is an asset.
- Excellent knowledge of Microsoft Office Packages and other tools for daily business needs.
- Experience in the development and implementation of QMS.
- Expertise in data centre management and data governance.
- Experience with computer networks, network administration, and network installation.
- Proficiency in written and spoken English. Arabic an advantage.
