OverviewWe are seeking an experienced and driven Recruitment Manager to lead the end‑to‑end recruitment and onboarding of Domiciliary Carers, Nurses, and Healthcare Assistants across our services. This is a pivotal role responsible for ensuring a consistent pipeline of high‑quality, compliant healthcare professionals who are aligned with our values and committed to delivering outstanding care.
The successful candidate will oversee workforce planning, manage recruitment campaigns, and ensure all onboarding processes meet regulatory, compliance, and safeguarding requirements. Working closely with operational and clinical leaders, the Recruitment Manager will play a key role in supporting service growth, maintaining staffing continuity, and upholding the highest standards of care delivery.
Key Responsibilities- Workforce Planning & Strategy: forecast staffing needs, develop recruitment strategies, and build pipelines for urgent/short‑notice care packages.
- Recruitment & Selection: write and post job adverts on relevant platforms, conduct screening, shortlisting, and initial interviews, coordinate competency‑based interviews with care managers, and ensure processes reflect RQIA, DOH and NISCC standards.
- Compliance & Vetting: oversee pre‑employment checks, including Enhanced Access
NI checks, right‑to‑work verification, employment references, and mandatory training verification, and maintain NISCC registration and audit evidence. - Onboarding & Induction: develop structured induction programmes in line with NISCC and RQIA requirements, coordinate mandatory training, ensure new starters are “work ready” before deployment, and support staff through their probationary period.
- Employer Brand & Candidate Attraction: promote the organisation’s values, culture, and employee benefits, build relationships with community groups, job centres, colleges, and employability programmes, and oversee digital marketing for recruitment campaigns.
- Staffing Retention: monitor turnover, implement retention initiatives, conduct exit interviews, and develop internal progression routes.
- Scheduling Support & Workforce Capacity: work closely with the scheduling/rostering team to identify staffing gaps, align recruitment efforts with packages requiring urgent allocation, and maintain a pool of bank/relief workers.
- Data, Reporting & KPIs: track recruitment metrics (time‑to‑hire, applicant‑to‑starter ratios, dropout rates), provide weekly/monthly recruitment reports for senior management and RQIA inspections, and use analytics to refine recruitment campaigns and reduce costs.
- Stakeholder Management: collaborate with Registered Manager, Care Coordinators, trainers, NHS HR and external partners such as NISCC, Access
NI, and training providers. - Continuous Improvement & Compliance: stay updated on NISCC Standards of Conduct, RQIA requirements for domiciliary care agencies, and employment law specific to Northern Ireland.
- Proven expertise in end‑to‑end recruitment within health and social care, including high‑volume recruitment of Domiciliary Carers, Nurses and Healthcare Assistants.
- Strong knowledge of healthcare compliance and regulatory requirements, including safer recruitment practices, right‑to‑work checks, DBS/Access
NI, professional registrations and reference verification. - Ability to design and execute effective recruitment strategies to meet workforce demand in a competitive labour market.
- Excellent stakeholder management, with the ability to work collaboratively with operational, clinical and senior leadership teams.
- Strong interviewing, assessment and candidate selection skills, ensuring values‑based and competency‑based hiring.
- Demonstrated ability to manage and improve onboarding processes to ensure timely, compliant and high‑quality workforce deployment.
- High level of organisational and time‑management skills, managing multiple recruitment pipelines simultaneously.
- Data‑driven approach to recruitment, analysing metrics such as time‑to‑hire, attrition and candidate conversion rates.
