The role is working for a large multinational design and engineering consultancy. Working on part of the largest rail network in the GCC/Middle East. Currently we are at bidding stage for the project. If awarded and if CV is approved by client, we will start in March 2026.
Role PurposeThe HSSE Manager will be responsible for developing, implementing, and enforcing the Health, Safety, Security, and Environment (HSSE) management systems for the railway construction project. The role ensures that all project activities are executed in compliance with applicable legislation, contractual requirements, and international best practices, with the objective of achieving zero harm to people, assets, the public, and the environment.
Key Responsibilities HSSE Management System- Develop, implement, and maintain the Project HSSE Management Plan in accordance with contractual requirements, local regulations, and international standards (e.g., ISO 45001, ISO 14001).
- Establish HSSE policies, procedures, risk registers, and performance objectives for the project.
- Ensure effective implementation of HSSE requirements across all contractors, subcontractors, and project teams.
- Identify, assess, and control health and safety risks associated with railway construction activities, including civil works, structures, track works, stations, systems, and interfaces.
- Review and approve contractor risk assessments, method statements, and safe systems of work.
- Monitor compliance through regular site inspections, audits, and behavioral safety observations.
- Lead accident, incident, and near‑miss investigations, ensuring root cause analysis and implementation of corrective and preventive actions.
- Develop and oversee project security plans to protect personnel, assets, equipment, and worksites.
- Coordinate with security providers, local authorities, and stakeholders to manage site access control, asset protection, and emergency response.
- Assess and manage security risks related to project location, logistics, and construction activities.
- Coordinate closely with the Environmental Manager to ensure alignment between safety and environmental controls.
- Ensure environmental risks related to HSSE (e.g., hazardous materials, waste, spill prevention) are effectively managed.
- Support implementation of environmental incident response procedures.
- Develop and deliver HSSE induction, training, and competency programmes for all project personnel.
- Promote a positive HSSE culture through leadership engagement, toolbox talks, and awareness campaigns.
- Lead and mentor HSSE officers, advisors, and supervisors.
- Establish HSSE performance monitoring systems, including KPIs, inspections, and compliance tracking.
- Prepare and submit regular HSSE reports to the Client, Engineer, and regulatory authorities.
- Plan and lead internal and external HSSE audits and inspections.
- Maintain HSSE records, statistics, and legal registers.
- Develop, implement, and test emergency response plans, including drills and simulations.
- Coordinate HSSE input during incidents, emergencies, and crisis situations.
- Liaise with emergency services and authorities as required.
- Bachelor’s degree in Engineering, Health & Safety, Environmental Engineering, or a related technical / engineering discipline.
- Minimum of ten (10) years’ relevant professional experience in HSSE management on major infrastructure or construction projects.
- Proven experience on large‑scale railway or linear infrastructure projects is highly desirable.
- Experience working under FIDIC‑based contracts and with international clients or consultants is an advantage.
- Strong knowledge of occupational health and safety legislation, HSSE management systems, and risk management.
- Familiarity with international standards (ISO 45001, ISO 14001) and industry best practices.
- Experience managing contractors and enforcing HSSE compliance in a live construction environment.
- Strong leadership, communication, and influencing skills.
- Ability to manage high‑risk activities and make decisive interventions when required.
- Excellent reporting, investigation, and analytical skills.
- Resilient, proactive, and committed to achieving zero harm.
- NEBOSH International Diploma or equivalent.
- Chartered membership of a recognised HSSE or engineering professional body.
