Environmental Manager - Railway Construction Project

The role is working for a large multinational design and engineering consultancy. Working on part of the largest rail network in the GCC/Middle East. Currently at bidding stage for the project. If awarded and if CV is approved by client, we will look to start in March 2026.

Role Purpose

The Environmental Manager will be responsible for planning, implementing, monitoring, and enforcing environmental management systems and compliance requirements throughout all phases of the railway construction project. The role ensures that construction activities are carried out in accordance with national environmental regulations, international standards, contractual obligations, and project‑specific Environmental and Social Management Plans (ESMPs), while minimizing environmental impacts and promoting sustainable construction practices.

Key Responsibilities
  • Develop, implement, and maintain the Project Environmental Management Plan (EMP) in line with contract requirements, local regulations, and international standards.
  • Ensure full compliance with environmental permits, approvals, and conditions issued by relevant authorities.
  • Monitor and audit construction activities to verify adherence to approved environmental plans, method statements, and mitigation measures.
  • Act as the primary point of contact with regulatory authorities, lenders, and stakeholders on environmental matters.
  • Oversee environmental aspects related to earthworks, vegetation clearance, erosion and sediment control, water management, waste management, noise, vibration, air quality, and hazardous materials.
  • Review and approve contractor environmental method statements and risk assessments.
  • Ensure protection of sensitive receptors such as watercourses, wetlands, protected habitats, and nearby communities.
  • Implement environmental incident prevention, reporting, investigation, and corrective action procedures.
Monitoring, Reporting & Audits
  • Establish and manage environmental monitoring programs, including site inspections, sampling, and performance tracking.
  • Prepare and submit regular environmental reports to the Client, Engineer, and authorities.
  • Lead internal and external environmental audits and ensure timely close‑out of findings.
  • Maintain accurate environmental records, registers, and documentation.
  • Deliver environmental induction and toolbox training to project staff, contractors, and subcontractors.
  • Promote environmental awareness and best practices across the project workforce.
  • Support site teams in integrating environmental requirements into daily construction activities.
Stakeholder & Interface Management
  • Coordinate with engineering, construction, health & safety, and quality teams to ensure integrated project delivery.
  • Support community and stakeholder engagement related to environmental issues and grievances.
  • Provide technical input to design reviews to reduce environmental risks and improve sustainability outcomes.
Qualifications & Experience Education
  • Bachelor’s degree in Environmental Engineering, Civil Engineering, Environmental Science, or a related technical/engineering discipline.
Experience
  • Minimum of ten (10) years’ relevant professional experience in environmental management.
  • Proven experience on large‑scale infrastructure projects
    , preferably railway or infrastructure construction projects
    .
  • Demonstrated experience working within complex regulatory environments and on projects funded by international institutions is an advantage.
  • Strong knowledge of environmental legislation, permitting, and compliance requirements.
  • Familiarity with international best practice standards.
  • Experience in environmental risk assessment, impact mitigation, and monitoring.
  • Ability to review technical drawings, construction methodologies, and environmental documentation.
Skills & Attributes
  • Strong leadership, communication, and stakeholder management skills.
  • Excellent reporting and technical writing abilities.
  • Proactive, detail‑oriented, and capable of working independently in a site‑based environment.
  • Ability to manage multiple priorities under demanding construction schedules.
Working Conditions
  • Predominantly site‑based with regular interaction with construction teams.
  • May require extended hours and travel along the railway alignment as required by the project.

This role is critical to ensuring environmentally responsible delivery of the railway project while meeting contractual, regulatory, and sustainability objectives.
