Operations Manager – Railway Construction
Location: Project Based - Remote Area
The role is working for a large multinational design and engineering consultancy. Working on part of the largest rail network in the GCC/Middle East. We are at bidding stage; if awarded and CV approved by client, we look to start in March 2026.
The Operations Manager is responsible for planning, coordinating, and overseeing day-to-day construction operations for a major rail infrastructure project. The role ensures that works are delivered safely, efficiently, on schedule, within budget, and in compliance with contractual, technical, and regulatory requirements

The Operations Manager acts as a key interface between site teams, engineering, planning, commercial, HSE, and external stakeholders to ensure seamless execution of all construction activities.
Key Responsibilities- Lead and manage all site operations including civil works, track works, structures, stations, systems interfaces, and utilities (as applicable).
- Develop and implement construction execution plans, work methodologies, and logistics strategies.
- Coordinate activities across multiple contractors, subcontractors, and work fronts.
- Ensure effective interface management between civil, track, E&M, signaling, and systems packages.
- Monitor daily productivity, resource allocation, and sequencing of works.
- Work closely with planning and commercial teams to ensure alignment with the approved project schedule and budget.
- Identify operational risks, delays, or inefficiencies and implement corrective actions.
- Review progress reports, construction KPIs, and forecasts.
- Support claims mitigation through accurate operational records and reporting.
- Champion a strong safety culture across all site activities.
- Ensure full compliance with railway safety standards, local authority regulations, and HSE requirements.
- Enforce quality assurance and quality control procedures in accordance with approved ITPs and specifications.
- Promote environmental best practices and sustainability initiatives on site.
- Lead and manage site management teams including construction managers, supervisors, and discipline leads.
- Provide mentoring, performance management, and technical guidance.
- Ensure clear communication of project goals, milestones, and operational priorities.
- Coordinate with the Client, Engineer/PMC, authorities, rail operators, and third-party stakeholders.
- Support coordination with utility providers, traffic management authorities, and local communities.
- Participate in progress meetings, site walks, and executive briefings as required.
- Proactively identify operational risks and develop mitigation measures.
- Support change management processes related to scope, sequencing, or methodology changes.
- Ensure lessons learned are captured and implemented.
- Bachelor’s Degree in Civil Engineering, Construction Management, or a related discipline.
- Master’s degree is an advantage.
- More than Ten (10) years’ experience in Civil Engineering/Geotechnical/Flood Protection Infrastructure/Highway/Railway Works. The Manager should have held the same position for at least one project of a similar size and nature.
