Job Description

We are seeking a highly skilled and experienced Resident Engineer – Enabling Works to join our team in Dubai, United Arab Emirates. In this critical role, you will be responsible for overseeing and managing enabling works projects, ensuring successful site preparation for future construction activities.

Responsibilities
  • Supervise quality assurance inspection staff and sub-consultants to ensure all work complies with approved plans, specifications, and project requirements.
  • Monitor and take responsibility for the safety of AECOM staff and contractors, ensuring adherence to health and safety regulations.
  • Coordinate and maintain effective communication with the Client, Authorities, and Contractor personnel to support smooth project execution.
  • Prepare, issue, and track Non-Conformance Reports (NCRs) to address deviations from project specifications.
  • Expedite the approval process for permits and regulatory clearances, minimising delays to project timelines.
  • Lead weekly progress meetings with the Client, Contractor, and project team to review progress and resolve issues.
  • Maintain project documentation in accordance with company and client standards.
  • Negotiate change orders on behalf of the Client with the Contractor and provide recommendations for approval.
  • Review and approve the contractor’s monthly invoices, verifying the quantities and values of completed work.
  • Prepare and review monthly project status reports, summarising progress, risks, and key developments.
  • Manage and coordinate enabling works projects, including site clearance, demolition, and ground preparation.
  • Develop and implement project plans, schedules, and budgets for enabling works activities.
  • Oversee contractors and subcontractors to ensure compliance with project specifications, quality standards, and safety regulations.
  • Conduct regular site inspections and monitor progress to identify and resolve any issues or delays.
  • Prepare and review technical reports, including daily progress reports, quality control documents, and safety assessments.
  • Collaborate with project stakeholders, including clients, architects, and regulatory authorities.
  • Ensure compliance with local building codes, environmental regulations, and safety standards.
  • Manage resource allocation and optimise project efficiency.
  • Implement and maintain quality control measures throughout the enabling works process.
  • Provide technical guidance and support to the project team and contractors.
  • Participate in project meetings and present progress updates to senior management.
Qualifications
  • Bachelor's degree in Civil Engineering or a related field.
  • Professional Engineering (PE) license or equivalent.
  • Minimum of 15+ years of experience in civil engineering or construction management, with a focus on enabling works and site preparation.
  • Strong knowledge of construction methodologies, techniques, and geotechnical engineering principles.
  • Excellent project management skills, including planning, scheduling, and budgeting.
  • Demonstrated ability to read and interpret technical drawings, specifications, and contract documents.
  • Strong analytical and problem‑solving skills.
  • Exceptional communication and interpersonal skills.
