Job Description What You Will Drive
- Support senior and plant management in implementing company, regulatory, and client HSE requirements and annual objectives.
- Define and execute annual HSE objectives, KPIs, and action plans in alignment with ISO 45001, ISO 14001, and O&M plant standards.
- Serve as a strategic advisor, coaching line management to ensure HSE ownership at all operational levels.
- Develop, maintain, and act as custodian of the HSEMS and Environmental Management System, ensuring they remain fit for purpose throughout the plant lifecycle.
- Oversee all documentation, procedures, SOPs, safe work instructions, checklists, and audits required for plant operations.
- Ensure compliance with STP‑specific regulatory frameworks, including environmental permits, discharge criteria, chemical storage, waste handling, and confined space legislation.
- Lead the plant HSE team (Safety Officers, Environmental Advisor, Permit Coordinators).
- Manage recruitment, competency assessments, performance reviews, and mentoring of HSE personnel.
- Ensure adequate HSE staffing coverage for 24/7 O&M activities (shift operations).
- Oversee PTW, LOTO, and energy isolation controls for all maintenance and operational tasks.
- Lead risk assessments for all O&M operations, including:
H₂S and toxic gases
Confined spaces
Biological, chemical, and pathogen exposure
High‑voltage electrical panels and MCC rooms
ATEX hazardous zones
Sludge handling, centrifuges, thickening, pumps, and rotating equipment - Ensure process safety controls are applied to prevent incidents, releases, or plant upset conditions.
- Develop, maintain, and test a comprehensive Emergency Response Plan (ERP) for O&M operations (gas release, chemical spills, equipment failure, fire, medical emergencies).
- Coordinate emergency drills with local authorities, medical services, civil defense, and the client.
- Ensure availability and readiness of emergency equipment.
- Lead incident investigations using approved methodologies (ICAM, TapRooT, 5‑Why).
- Prepare and submit formal investigation reports and ensure close‑out of corrective and preventive actions.
- Perform trend analysis and develop action plans to systematically reduce incidents.
- Provide safety assurance during audits, plant reviews, and operational updates, and lead the follow‑up and close‑out of all actions from internal and external HSE audits.
- Ensure data integrity and timely submission of monthly HSE performance reports to management and the client.
- Monitor contractor compliance and integrate subcontractor activities into the plant’s OSHMS.
- Identify training needs and coordinate safety training programs with HR/Training.
- Promote a culture of care, trust, hazard awareness, and continuous improvement.
- Represent the company during HSE meetings with clients, consultants, regulators, and external authorities.
- Participate in early outage planning workshops to define scope, risks, constraints, and resource requirements.
- Develop a dedicated Outage HSE Plan addressing shutdown risks, temporary works, emergency arrangements, and contractor coordination.
- Coordinate with operations, maintenance, and process engineering to ensure safe process bypassing during outages.
- Minimum of 15 years’ experience in Health, Safety, and Environment (HSE) management, with proven experience in O&M, utilities, process plants, or industrial operations.
- Demonstrated experience working in multicultural environments across the Middle East.
- Bachelor’s or Master’s degree in Occupational Health & Safety, Environmental Science, or a related field (essential).
- NEBOSH International Diploma or equivalent; or Post Graduate Diploma or Post Graduate Degree in a related discipline (essential).
- ISO 45001 / OHSAS 18001 Lead Auditor certification; OSHA training/certification (essential).
- IOSH Certified Member.
- Formal training in incident investigation methodologies (e.g., ICAM, TapRooT) is an advantage.
- Practical knowledge of PTW, LOTO, confined spaces, H₂S, ATEX, electrical safety, and chemical hazards.
- Additional HSE credentials related to high‑risk operations are an advantage.
