Senior Security Manager

We are looking for a senior physical and operational security professional to lead and coordinate all security aspects of a large renewable energy project in UAE & Libya. It is a corporate / project security management role focused on people, sites, travel, crisis management, and compliance in a high‑risk environment.

• Security Strategy & Planning
  • Define and implement the overall project security strategy
  • Develop and maintain:
  • Security Plan
  • Security Action Plans
  • Standard Operating Procedures (SOPs)
  • Adapt security measures to each project phase (development, construction, operations)
• Threat & Risk Management
  • Monitor the local security situation in Libya and the wider region
  • Conduct regular Threat Assessments and Risk Assessments
  • Maintain and update the project risk register
  • Provide clear security briefings and recommendations to management
• Operational Security Coordination
  • Coordinate day‑to‑day security operations at project and site level
  • Supervise local security providers (guards, escorts, transport, access control)
  • Review and validate EPC and O&M contractors’ security arrangements
  • Ensure access control, movement control, and site security are effectively implemented
• Travel, Visitors & VIP Security
  • Prepare and manage secure travel plans for staff and visitors
  • Organize VIP and executive security when required
  • Ensure secure accommodation, transport, and escorts
  • Manage visitor security procedures and country security briefings
• Incident & Crisis Management
  • Actively participate in crisis management and emergency response
  • Support or lead crisis cells when incidents occur
  • Prepare evacuation, confinement, and emergency response scenarios
  • Conduct crisis simulations and exercises
  • Lead or support incident investigations and reporting
• Training, Awareness & Compliance
  • Deliver security awareness training to staff and contractors
  • Promote a strong security culture across the project
  • Ensure compliance with:
    • VPSHR (Voluntary Principles on Security and Human Rights)
    • CSR and sustainability requirements
    • Company and industry security standards
  • Conduct security audits and inspections
• Reporting & Stakeholder Coordination
  • Produce regular security reports, incident reports, and dashboards
• Liaise with:
  • Client security teams
  • Local authorities and security forces (when required)
  • Act as the single point of contact for all security matters on the project

• 10–15+ years of experience in corporate / project security
• Proven experience working in high‑risk or complex environments (Middle East, Africa, or similar)
• Experience in energy, oil & gas, mining, or large infrastructure projects

• Physical security
• Crisis and incident management
• Ability to operate autonomously in challenging environments

• Previous experience in Libya or neighboring high‑risk countries
• Experience working with major international energy companies
• Direct experience managing security providers and contractors
• Hands‑on experience with VPSHR implementation
• Fluent English (French and/or Arabic is a strong plus)

• CPP (Certified Protection Professional)
• ISPS / PFSO
• BOSIET / HUET (or willingness to obtain)
• Security or risk management certifications from recognized institutes

• Calm and decisive under pressure
• Strong leadership and communication skills
• High ethical standards and respect for human rights
• Strong writing and reporting skills
• Culturally sensitive and diplomatic
