The role will be based in Edinburgh, Scotland. Candidates must be local or willing to relocate.
As a Technical Project Manager – Aerospace and Defense in Keysight’s Aerospace & Defense Custom Solutions (ADCS) group, you will lead a cross‑functional team of system, mechanical and software engineers in developing and delivering custom test system solutions that test our customer’s unique products. You will manage multiple projects concurrently, supporting one or more customers, build strong trusted relationships with them, and assist our business development team in generating accurate and compelling proposals to generate new business.

- BS or MS degree in an engineering field is required
- Proficiency in Microsoft Office products (Excel, Word, PowerPoint, Visio, Access, Outlook, and Project) is a must
- 8‑10+ years of experience in a customer and factory‑facing role (applications engineering, product management, product development) is required
- 3+ years as a technical project or program manager, leading cross‑functional teams
- Strong attention to detail to manage complex technical projects from requirements gathering to system deployment
- Experience with proposal development (RFQ/RFP/SOW)
- Ability to manage design reviews
- Experience in aerospace & defense industry is strongly preferred
- Working knowledge of RF and test systems is a plus
- Experience developing custom test solutions is preferred
- Strong verbal and written communication skills to interface effectively with team and customers
- Exceptional organizational skills and comfort working in an agile, fast‑paced environment
- Eligibility and willingness to obtain and maintain UK government security clearance for specific government contract requirements
