The Finance Directorate supports Ministers and senior officials across the public sector to make sound, well-informed decisions about the allocation and management of resources. We deliver a wide range of financial management, compliance and strategic functions to ensure the Scottish Government’s reputation for competent government, prudent fiscal management and value for money is not only maintained, but strengthened. In doing so, we help the organisation to manage and govern over £50 billion of public spending and meet a broad set of statutory compliance and reporting requirements.
The Data & Analytics team provides a central analytics service, supporting insight, reporting and the effective use of data across a wide range of risk, control and assurance responsibilities. This role sits within the Risk Control and Assurance Division, which leads work across Assurance, Risk Management, Financial Policy and Process, and Grants Management.
As a Risk, Control and Assurance Analyst, you will support teams across the Division to develop and enhance the Scottish Government’s organisational financial controls, assurance processes, risk management, counter fraud, accountability and grants management policies. This will be achieved through the provision of robust, high-quality analysis of key datasets and assurance information, helping to inform decision-making and drive improvement.
Responsibilities- Develop, manage and maintain Power BI dashboards, bringing together multiple datasets while ensuring appropriate governance, documentation, and adherence to Data & Analytics Team standards and peer review processes.
- Proactively identify and deliver new data and reporting requirements that support divisional priorities and wider strategic objectives.
- Provide clear, insightful analysis by gathering, investigating and interpreting key information to inform decision-making and provide well-evidenced advice.
- Drive data management and process improvement initiatives, working collaboratively with stakeholders to scope and deliver systems and solutions, including risk management and grants management.
- Lead and support divisional projects, ensuring effective cross-team collaboration, timely delivery and alignment with strategic goals, including the clear communication of technical information and analysis to non-technical audiences.

Technical/Professional SkillsWorking with Data in Finance.
- Applies knowledge of relevant data analysis packages and methodologies in conjunction with strong analytical skills to examine varied sources of information in order to support decision making. Examining and making sense of financial data to draw meaningful conclusions and insight, applying appropriate analytical techniques. It involves data analysis; interpretation of findings; drawing conclusions; and formulating recommendations. Interpreting requirements and presenting data in a clear and compelling way, using graphical presentations and data visualisations.

Experience- Experience of producing and analysing data to identify key findings and develop clear, evidence-based recommendations.
- Experience of problem solving and seeking continuous improvement opportunities.
- Well-developed Excel skills, alongside experience of SQL and Power BI.
- Communicating and influencing - Level 3.
