Base pay range£59,003 – £68,501 (fixed‑term 18 months)
Crown Estate Scotland has an exciting opportunity for a Development Manager (Transmission) to join our Marine Energy & Infrastructure team on a full‑time 18‑month fixed‑term basis.
This role will:
- Manage development phase and enabling activities for offshore data and energy transmission infrastructure such as subsea telecoms cables, high voltage electricity cables and interconnectors.
- Manage applicant and tenant relationships, the development of property agreements and management of Option Agreements.
- Establish and maintain an understanding of the various offshore cables market (data and energy) including development of the transmission network to support the delivery of offshore wind in Scotland, current and future dynamics, identifying influencing factors, and developing key opportunities.
- Represent Crown Estate Scotland on groups (incepting / leading groups as required) to maximise Crown Estate Scotland’s contribution to the development and maturity of the transmission aspects of data and offshore energy markets in Scotland such as consenting, policy, and practical delivery challenges.
- Coordinate with industry to identify and deliver studies to promote understanding and solutions for issues facing Crown Estate Scotland offshore wind interests.
The successful candidate will be responsible for:
- Managing development activities including leasing and implementation of new agreements, and management of existing Option Agreements (or leases/licences if required).
- Developing the policy and seabed leasing model, if required as a separate activity from offshore wind leasing in the future, for offshore transmission network to support the delivery of offshore wind (and other renewable energy technology) in Scotland.
- Developing and maintaining a view of industry position and potential, future growth opportunities, and risks and barriers to growth to shape forward strategy for the relevant sectors and to inform future business planning, with a focus on commercial and regulatory drivers.
- Building and maintaining strong tenant relationships to ensure tenants have trust and confidence in Crown Estate Scotland.
- Undertaking industry stakeholder engagement and relationship building – with industry players and other enabling organisations – to maintain a view of market conditions, and as a platform for influencing and shaping the business environment for the Scottish Crown Estate.
- Development Management – Leading on relevant development phase management of E&I agreements as required by the Head of Offshore Development (Emerging Technology and Infrastructure).
- Business Development and Market Enabling – Taking a lead role in the identification, development, and implementation of new business opportunities identified in the Corporate Plan. Defining and managing the implementation of sector enabling projects. Managing internal, external or Agent support resources as required to contribute to meeting business plan targets, or improve commercial and legal development management performance.
- Supporting the wider Energy & Infrastructure team where required.
- Other duties as requested by the Director appropriate to the grade, including flexible working across all dimensions of the agreed corporate plan.

Salary will be £59,003 with potential for future progression and annual cost of living rises. The role also benefits from 25 days’ annual leave, plus 11.5 public/privilege days.
