Base salary of £61,446, with £17,800 contribution to the Civil Service Defined Benefit Pension scheme.

Open to applicants based in Cardiff, Glasgow, or London. Hybrid working: approximately 20% of time in the office (one day per week).

Ofgem is looking for a Senior Policy Manager who will lead pioneering work to shape the regulatory future of one of the UK’s most important net‑zero technologies – the regulation of CO₂ transport and storage infrastructure. Working within our Low Carbon Regulated Asset Base team, you will drive regulation from design into delivery, operating at the intersection of policy, regulation and investment, influencing government, shaping markets, and enabling major infrastructure projects to progress with confidence.

• Lead and develop regulatory strategy for CO₂ transport and storage infrastructure from design to delivery.
• Influence government, shape markets, and enable major infrastructure projects to progress.
• Lead a high‑performing, supportive team working at pace on complex policy areas, from regulatory framework development to investor engagement.
• Set direction across a portfolio that includes hydrogen transport and new nuclear finance.
• Translate technical frameworks into actionable regulatory practice.
• Build effective working relationships with a wide range of stakeholders, fostering a culture of inclusion.

• Expertise in the design and/or implementation of economic regulation (e.g., RAB models / price controls), with a proven record of high performance and substantial achievements in past roles.
• Proven leadership aptitude, capable of building effective working relationships and creating space for constructive, open, and transparent engagement.
• Ability to develop, plan and deliver work outcomes, including clear objectives, milestones and success metrics.
• Excellent communication, influencing and stakeholder engagement skills, with the ability to distil complex issues for non‑expert audiences and represent Ofgem effectively with senior and external stakeholders.
