** SP Energy Networks (SPEN), part of the Scottish Power Group, are investing over £5bn in transmission projects across our network by 2030 to deliver ambitious Scottish and UK Government 2030 targets. The Policy Manager will contribute to the strategic direction of SPT (Transmission) and SPD (Distribution) and ensure that the business remains compliant with regulatory obligations as we work to achieve our business goals.
The Policy Manager leads on the interpretation of complex economic issues to deliver in-depth analysis on the potential financial or operational impact on SPEN, alongside mitigation proposals.
Whilst proactively providing economic lobbying/messaging within SPEN’s Regulatory Strategy and advocacy plans, the Policy Manager will also be a SPEN representative for Ofgem or Government, leading on Price Control, oversight of Licence and Codes development and all ad hoc requests for information.
*** What you’ll be doing
**** Maintain the distribution licence and records of all key changes including monitoring deadlines and providing strategic input where required.
* Leading on interpreting and analysing data and policy documents, providing qualitative and quantitative evidence to inform our regulatory policy positions and leading on relevant regulatory engagement with Ofgem.
* Monitor the external regulatory environment for key changes affecting the distribution licence in the UK, and assess impact of any changes on the business, communicating to key internal stakeholders on a timely basis.
* Lead on developing responses to relevant consultations, working with relevant business contacts to provide technical/ specialist input where needed.
* Ensure awareness of key updates and ensure alignment on key messaging including key documents and any relevant consultations.
* Lead on development of any regulatory narrative required as part of price control submissions, and ensure overall submission is aligned to strategic goals.
* Supporting the Head of Strategic Engage Government Policyon any regulatory inputs to CMA or Judicial Review processes
*** What you’ll bring
**** Policy or Regulatory experience essential (ideally within engineering, utilities industry or local authority)
* Self-motivated and driven individual competent at managing own workload with limited supervision.
* Experience of engaging with stakeholders and regulator in a regulated environment;
* Advanced Microsoft Office, Excel, PowerPoint and Word Skills (all packages)
* Excellent written and oral communication skills, including the abilities to influence and persuade effectively
* A track record of delivery, ideally in a relevant area of activity
