we are seeking an experienced and motivated licensing and registration manager to provide strategic leadership and operational management of the council’s licensing and registration service. This role sits within legal and democratic services and is critical to ensuring that statutory obligations are met, service standards are maintained, and governance arrangements operate effectively.

reporting to the governance and resources manager, you will have overall responsibility for the delivery of licensing and registration functions, including the administration and enforcement of licensing regimes and the provision of registration services for births, deaths, marriages, and civil partnerships. You will lead and manage a multidisciplinary team, including the licensing administration supervisor, registrars, and licensing standards officers, ensuring high performance, compliance, and continuous improvement.

you will act as the council’s lead officer on licensing and registration matters, providing authoritative professional advice to senior officers, elected members, licensing boards, and external partners. The role involves close working with police scotland, the scottish fire and rescue service, national records of scotland, and other regulatory bodies, as well as representing the council at hearings, forums, and formal meetings.

this is a demanding and rewarding role suited to an individual with strong leadership skills, sound judgement, and the ability to manage complex statutory services in a high-profile and politically sensitive environment.

essential requirements

  • degree or equivalent qualification in a relevant discipline (e.g. Law, public administration, business management).
  • experience of managing licensing, registration, or comparable regulatory services within a local authority or public sector setting.
  • proven experience in a senior management role, including staff management, performance management, and service development.
  • understanding of licensing and registration legislation and regulatory frameworks.
  • experience of budget management and effective resource allocation.
  • ability to provide clear, professional advice on complex and sensitive matters to senior officers and elected members.
  • strong analytical, organisational, and communication skills, with the ability to manage competing priorities and meet statutory deadlines.

  • experience of leading service improvement or modernisation programmes.
  • experience of working in partnership with external agencies and regulators.
