Qualifications Scotland launches on 1 February 2026, replacing Scottish Qualifications Authority. This new organisation has been designed to put learners and educators at the heart of decision‑making, with strengthened governance and a commitment to working more closely with learners, teachers and other stakeholders.
We are looking for a People Development Advisor to work within the People
Directorate in our OD and Change Management team.
As People Development Advisor, you will be required to design, deliver and evaluate engaging and effective training and development initiatives that support employee growth and enhance individual and team performance, to ensure the achievement of operational objectives. In order to do this, you must be able to demonstrate experience in the following specific duties:
- Work in partnership with line managers and staff to identify and respond to learning and development needs aligned to team and personal objectives, escalating more complex requirements to people development specialists as appropriate
- Develop, design, deliver and evaluate training and development solutions, ensuring they are in line with operational and business objectives whilst ensuring best value
- Work collaboratively with wider OD and HR teams to identify and respond to individual development needs arising from organisational needs e.g. restructures or changes in business direction, ensuring appropriate learning interventions are in place
You must also have the following skills and experience:
- Design and deliver targeted training—both face‑to‑face and online—informed by Training Needs Analysis.
- Engage and influence stakeholders to secure high‑value training solutions from a range of external providers.
- Demonstrate strong problem‑solving skills, with experience in evaluating complex or unprecedented issues and recommending effective solutions.
- Communicate confidently and clearly, both in writing and verbally, with colleagues at all levels across the organisation.
Applicants, as a minimum, should be educated to SCQF Level
Level 9, ideally CIPD qualified at Level 5 or an equivalent professional OD or HR qualification or working towards this. And/or be able to demonstrate direct relevant experience for this role.
