We are seeking a Lead Construction Manager to lead Owner’s Construction Management Services for a multi-billion-dollar, heavy-civil program involving the construction of rail and port facilities in northern Canada. You will oversee the Construction Management team performing design reviews and bid support, construction contract management, resident engineering, cost and schedule tracking, field quality assurance, and related functions to ensure that the project is correctly delivered.
Beyond this project assignment, there are opportunities to lead or support COWI’s construction management assignments on other major civil works projects across North America and globally.
The position can be based out of any of COWI's Canadian offices (North Vancouver, Edmonton, Calgary, Toronto, Halifax), where a significant portion of the time is expected to be spent % on-site at the Client’s project office located in Baffinland, NU.
Your key responsibilities will be to:
Lead the Construction Management team for a multi-billion-dollar heavy civil program, overseeing COWI staff and sub-consultants across functions such as Resident and Office Engineering, Quality Assurance, Inspection, Surveying, Materials Testing, Contract Administration, Change Management, Cost and Schedule Analysis, Document Control, Environmental Compliance Monitoring, Risk Management, Dispute Resolution, and Claims Analysis.Be based full-time on-site during project execution (or as required), coordinating all project participants — including Owner, Designer, Contractor, and Regulators — to promptly address issues like cost overruns, schedule delays, quality and regulatory compliance, contract changes, and operational impacts.Act as the primary Owner liaison, providing progress reports, receiving feedback, and ensuring communication of Owner requirements to COWI teams.Supervise and mentor staff to enhance their Construction Management capabilities, providing ongoing performance feedback throughout the project.Support COWI-wide initiatives by assisting in the development of scopes, schedules, and fees for Construction Management services, and collaborating with engineering and design teams through feasibility reviews of planning studies, constructability assessments of design plans and specifications, biddability evaluations of contract documents, contributions to construction methods and sequencing, development of cost estimates and schedules, as well as contractor prequalification and bid review.Contribute to internal programs by supporting Construction Management training and recruitment activities, including candidate resume reviews and interview participation.Your skills. On top of that, you will have:
A Bachelor's Degree in Construction Management, Construction Engineering, or a similar field, in addition to a valid certification in Construction Management, Engineering, or Project Management.A minimum of 20 years of relevant professional experience, including Construction Management on heavy civil projects or programs valued at $ million or more.Proficient interpersonal, communication, writing, team leadership, and conflict resolution skills.Willingness to work full-time on-site in northern Canada according to a reasonable rotation schedule, and to complete all COWI-required construction safety training courses to ensure safety on the job.Proficiency with MS Office, MS Project, Primavera P6, and other common construction management software.Experience with construction in Arctic environments, rail, port facilities, and the mining industry.
