The role of Senior Surveyor (Quantity Surveying) is to manage and jointly lead the Quantity Surveying function by providing support with specifications, procurement, contract administration as well as budget estimating, budget and contract monitoring, reviewing contractor valuations, payments to contractors, negotiating with contractors where necessary and reporting for the Maintenance & Contracts service area.

This involves managing several projects and contracts and being responsible for payments to external contractors that could exceed £10 million annually. The areas of work include responsive maintenance, void refurbishments, kitchens and bathroom renewals, planned maintenance, solar PV, gas heating (new and maintenance), electrical rewiring, sub‑main replacement, disabled adaptations, fire safety and decarbonisation. This post will require site visits as and when required to remeasure and agree works with contractors.

One of the Council’s objectives is to make better use of data to inform on future programmes of work. To achieve this, the Council is making use of Keystone, its Asset Management system, to follow the workflow from stock condition, forming its programmes of work, issuing work to contractors via a secure portal and following the flow back to update the stock database and make payments to contractors.

Therefore, experience with the use of Keystone would be an advantage.

You will be jointly responsible for all aspects of Quantity Surveying and a small team of junior staff, and your role includes developing junior staff to their full potential.

Applicants will hold a professional Quantity Surveying related qualification and/or related degree and have both staff and project management experience.

Applicants will be expected to have a good knowledge of Building Surveying, Quantity Surveying, relevant legislation and be able to communicate effectively with tenants, contractors, Councillors and colleagues.

The successful candidate will have:
  • Significant experience in a comparable environment.
  • Likely Membership of a relevant professional organisation.
  • Experience of managing staff, planned maintenance (Decent Homes) programmes, procurement, specification writing, budget monitoring and reviewing contractor applications.
  • Experience of continuous improvement in an operational or front‑line environment.
  • Experience of compliance with legislation.
  • Previous experience with the use of Keystone Asset Management system would be an advantage.

Hours of work are 37 per week, Monday to Friday.
