The Certification Engineer (MWS) is responsible for ensuring that all marine operations, such as loadouts, sea fastening, transportation, offshore installation, and heavy lifts are planned and executed in compliance with approved engineering procedures, class rules, industry standards, and contractual MWS requirements. In this role, the engineer reviews, verifies, and certifies that marine operations are safe, compliant, and fit for purpose before issuing Certificates of Approval (CoA) to allow operations to proceed.
This position is critical in ensuring that project assets, third-party vessels, and marine spreads meet both technical and safety standards before and during offshore operations.
General Description of Role and Responsibilities
Certification Planning & Control
Develop and maintain the Marine Warranty Surveyor Certification Plan for the project.
Define and track all MWS approval milestones across engineering, fabrication, and marine execution.
Maintain the MWS Deliverables Register for all marine operations.
Document Review & Approval
Review and approve load-out, sea fastening, transportation, and installation procedures in line with project specifications, MWS guidelines, and class rules.
Verify design calculations for stability, strength, lifting, and seafastening.
Confirm suitability and certification status of marine spreads (barges, tugs, heavy-lift vessels, AHTs, installation vessels).
Compliance & Verification
Ensure compliance with IMO, SOLAS, MARPOL, OCIMF, API, DNV, ABS, and other relevant codes and standards.
Confirm third-party vessel compliance with flag state and class requirements.
Ensure all lifting appliances, rigging gear, and marine spread equipment have valid certifications.
Site Attendance & Surveys:
Attend load-out, sail-away, offshore installation, and heavy-lift operations to witness compliance with approved procedures.
Perform pre-lift and pre-sail checks, including weather criteria and operational readiness.
Issue Certificates of Approval (CoA) upon successful verification.
Coordination & Communication
Act as focal point between EPC Contractor, Marine Contractors, Vessel Owners, and MWS Company.
Coordinate scheduling of MWS activities to avoid delays to the marine spread.
Report status of MWS deliverables to PMC management and client representatives.
Incident Prevention & Reporting
Identify and mitigate marine operational risks before execution.
Issue non-conformance or stop-work recommendations when safety or compliance issues are found.
Document lessons learned and recommendations for future projects.
Qualifications, Experience, Knowledge and Skills
Bachelor's degree in Naval Architecture, Marine Engineering, Offshore Engineering, or related discipline.
10+ years in offshore/marine operations, with at least 5 years in an MWS or marine assurance role.
Candidates should have a minimum of 5 years of offshore experience in total, with at least the last 35 years spent on offshore projects.
Familiarity with load-out, transportation, and installation of offshore oil & gas structures (jackets, top sides, subsea systems, pipelines).
Experience with international codes: IMO, SOLAS, MARPOL, API RP 2A, DNV-ST-N001, OCIMF guidelines.
Proven track record in reviewing and approving marine operation procedures.
Previous employment with an MWS company (e.g., DNV, LOC, ABL, Global Maritime).
Offshore survival (BOSIET/FOET) and H2S certification.
DP vessel and offshore heavy-lift operation experience.
