1. POST CONTEXT
Headquarters Allied Joint Force Command Naples provides a resilient, static Joint headquarters to plan, prepare and conduct operations across all domains from Baseline Activities and Current Operations (BACO), including deterrence, through Crisis, up to the Maximum Level of Effort (MLE), in order to support NATO’s three core tasks, at the Joint Operational level, as directed by SACEUR. Supported by the Single Service Commands, Allied Joint Force Command Naples integrates allocated forces, including NATO Force Structure entities, and synchronises activity to achieve operational objectives.

It maintains comprehensive, regional focused, situational awareness, leads contingency planning and directs exercises. It also provides out‑of‑theatre support to enduring NATO operations and could contribute specific Joint competencies to other NATO Command Structure or NATO Force Structure entities. It is capable of commanding a Joint Task Force operating within or beyond SACEUR’s Area of Responsibility, with theatre enablement provided by a dedicated Joint Logistic Support Group Headquarters.

It has the capability to deploy tailored elements to enable reconnaissance, liaison, and coordination, and support the Joint Commander. Synchronises and integrates Joint and Combined armed forces within the Joint Operational Area (JOA) in support of a Joint Task Force.

The Operations Directorate is responsible for directing, monitoring, assessing and coordinating operational staff functions.

The J2 Division provides Intelligence in support of the planning, preparation, conduct and assessment of NATO assigned operations across all domains from Baseline Activities and Current Operations (BACO) through Crisis up to the Maximum Level of Effort (MLE), thus supporting the Commanders and HQ Staffs decision process.

The J2/2 Branch provides a comprehensive picture of the engagement space covering all the Political, Military, Economic, Social, Information and Infrastructure (PMESII) domains in order to support the planning, conduct of operations and engagement functions of the JF HQ while in garrison and during an operation and/or exercise, and contributes to the federated intelligence production in ACO.

The Non Military/Governance Assessment Section develops and maintains subject matter expertise of potential non military adversaries.

The incumbent analyses information and intelligence pertaining to the “PMESII information domain” to develop a comprehensive picture and understanding of the operational environment and possible future engagement space in order to support the JFC COM’s decision making process during the planning and execution of operations and missions.

This post reports to OJS OIAN 0010 - Section Head (Non‑Military and Governance Assessment) - A3/G17.

2. DUTIES
Analyses and fuses information and intelligence pertaining to the “PMESII information domain” in order to contribute to the development of a comprehensive picture of the engagement space, in support of the operational planning and decision making processes of JFC.

Conducts all‑source intelligence and information analysis to support the System of Systems Analysis (SoSA) in order to develop actionable intelligence.

In the context of the Joint Intelligence Preparation of the Operational Environment (JIPOE), identifies and analyzes the Info Environment dynamics such as: actors, organizations, relationships, dependencies, and interactions within the information system, in coordination with the other non‑military/Governance PMESII domain analysts, and with support of the other branches of JFCNP J2.

Contributes to the Human network analysis to support targeting (HNAT) process by understanding the dynamic organization of the threat network and recommends actors, locations or activities within these networks to be subject to influence and action.
