Job Description & How to Apply Below

Tract is a team of digital infrastructure experts dedicated to accelerating responsible data center growth by developing master-planned data center parks with access to pre-positioned power and fiber in key markets where hyperscale and wholesale demand is going. Our approach is collaborative with cities and counties to ensure development is targeted for the optimal locations to maximize the revenue and economic development benefits for the community while being good stewards of the land and minimizing the impact on neighbors.

Tract is headquartered in Denver, Colorado, with real estate holdings throughout the United States.

As part of our commitment to excellence, we are seeking a skilled Director of Regulatory Affairs who possesses expertise in assisting large-scale infrastructure projects. The successful candidate will join our growing team and facilitate successful developments throughout the United States. The ideal candidate will have 5-7 years of post-education experience.

Position Overview

We’re seeking a Director of Regulatory Affairs to help lead our regulatory strategy and advocacy across federal, state, and local jurisdictions. You’ll work at the intersection of energy policy, utility development, and commercial strategy, helping our teams navigate complex electricity markets and advance the infrastructure needed to serve hyperscale demand.

This is an opportunity for someone who enjoys turning complex regulatory issues into practical business solutions. You’ll build relationships with regulators and policymakers, represent Tract in key regulatory forums, and help our leadership understand where policy creates opportunities or obstacles for development.

Key Responsibilities
  • Develop and execute regulatory strategies that support project development, power access, and market expansion.
  • Represent Tract before FERC, state public utility commissions, ISO/RTOs, government agencies, and legislative bodies through advocacy, hearings, testimony, and stakeholder engagement.
  • Analyze retail and wholesale electricity market rules and translate their implications into clear commercial guidance.
  • Partner with internal teams to navigate load and generation interconnection, market participation, permitting, NERC requirements, and regulatory compliance.
  • Build relationships with utilities, regulators, policymakers, and industry organizations to advance Tract’s development objectives.
  • Monitor policy and market developments, identify regulatory risks and opportunities, and recommend actions to executive leadership.
  • Build and lead industry coalitions where shared advocacy can advance solutions for load interconnection, generation, and energy markets.
Education & Experience
  • At least 5–7 years of experience in regulatory affairs, government relations, energy policy, or a related field within a utility, energy developer, data center developer, hyperscaler, law firm, or government agency.
  • Strong understanding of electricity markets and the regulatory processes that influence energy infrastructure development.
  • Experience developing regulatory strategies and coordinating work across multidisciplinary teams.
  • The ability to explain complex issues clearly and connect regulatory developments to business decisions.
  • Strong advocacy, negotiation, and relationship-building skills.
  • A bachelor’s degree in political science, law, public policy, or a related field. A JD, MBA, or master’s in public policy is preferred.

Expected Salary Range: $185,000 - $200,000 + Discretionary Bonus

Tract employees enjoy competitive compensation and comprehensive benefits, including 100% employer-covered medical, dental, and vision insurance, a 401K program, standard paid holidays, and unlimited PTO.
