Transportation Engineer
Purpose
The Transportation Engineer Safety and Systems is responsible for a systems approach to traffic safety and operations, traffic signal, street lighting planning and engineering duties related to intersection configuration, signal phasing, and design, and implementation of detailed and complex signal timing plans. This position manages inquiries from the public, staff and other organizations or agencies related to safety policies, plans and projects, intersection analysis, signals and street lighting;
production of capital plans related to operations; maintenance and upgrading of systems; ITS systems planning and management; financial management of the function; and coordination with technical and operations staff. As part of the engineering team of the Integrated Transportation Department, this position provides expert advice to programs such as Safe Routes to School and provides expertise to the Infrastructure Division overall in a variety of transportation related analysis.
- Manage, coordinate, plan and develop street lighting, traffic signals, transit signal priority, ramp meters, pedestrian crossing flashers and other systems to support transportation.
- Review and analyze traffic signal timing plans by using analysis programs (such as Synchro – Sim Traffic) for intersections, road corridors and integration with provincial highways.
- Evaluate signal system operations with actual traffic flow in the field.
- In coordination with civic operation manage & maintain the traffic system hardware with Information Services and system software suppliers. Review, evaluate and implement changes or additions to the traffic system.
- Develop the traffic, street lighting and overall ITS capital plan and asset management plan.
- Develop and supervise the delivery of the annual renewal program for all traffic signals, pedestrian signals, pedestrian activated warning lights, street lighting, system communications infrastructure and speed feedback signs.
- Provide technical input to school safety programs, intersection configuration, signal phasing and geometrics, as well as prepare complex signal timing plans and traffic signal corridor coordination.
- Supervise and develop traffic safety reviews and studies including road safety policies, plans and projects, in-service road safety reviews, road safety traffic calming plans, neighbourhood traffic calming plans, safety improvement projects.
- Liaise with the public, other city departments, ICBC , RCMP , SD, IHA , UBCO , MOTI , ITE & TAC to coordinate road safety efforts and traffic signals (new locations, intersection & corridor timings and crosswalks for pedestrians, cyclists).
- Review traffic impact studies from Development Services and outside agencies to determine impacts and provide impact assessment and recommendations.
- Assist other city departments and agencies (Fire Department, BC Transit) regarding signal priority, Automatic Vehicle Locators including monitoring, data collection and reporting.
- Provides data and analysis to support planning and business case analysis.
- Develop the traffic, street lighting and overall ITS capital plan and asset management plan.

- Prepare/Review and approve RFP and tenders for traffic signal capital budget related projects.
- Review and approve documents related to traffic electrical work for City projects and developments to ensure compliance to City design standards, Bylaws, MMCD and City supplemental standards.
- Work with other City Departments on design standards related to signals, ITS systems and communication networks.
- Monitors the signal network control systems (Centracs) and perform analysis and prepares technical reports and makes recommendations.
