The Bid Manager is responsible for the preparation of compliant and comprehensive construction estimates, proposal submissions and documentation related to various types of major civil infrastructure construction projects. During the bid preparation process, this individual manages the development of construction cost estimates, oversees a team of disciplined estimators, prepares a thorough execution plan, generates a project risk register and establishes a preliminary project schedule.

What You’ll Do Here:

  • Overall responsibility and management of bid submissions, proposal strategies and cost estimates.
  • Produce estimates and proposals that align with overall business objectives and financial requirements.
  • Compile inputs from various sources to produce organized proposals, detailed estimates and P6 schedules.
  • Collaborate with a team of estimators and support personnel to produce the required proposal deliverables.
  • Review and comment on client RFP/Tender documents, drawings, specifications and contracts.
  • Develop a strategic and competitive construction approach/execution plan for each proposal.
  • Identify risks and ensure necessary precautions are implemented to manage exposure.
  • Work together with Operations personnel, Business Development Managers and Senior Management teams.
  • Utilize estimating software to organize estimates per internal guidelines and client requirements.
  • Review and approve estimates and resource requirements developed by disciplined estimators.
  • Preparation of project schedules, resource loading, productivity assessments and cash flows.
  • Creation of technical, commercial, marketing and promotional documents.
  • Chair the required proposal initiation, status and approval meetings with Senior Management.
  • Present proposal and estimate details to senior management to obtain required approvals.
  • Present or ‘Turnover’ awarded proposal information and estimate details to the Project Team.
  • Develop and maintain positive relationships with clients, consultants and subcontractors.
  • Serve as the Aecon contact for various consultants, engineering firms and subcontractors.
  • Review of engineering drawings, specifications, contracts and other technical documentation to fully understand project scope requirements and associated construction risk elements.
  • Responsible for the preparation and documentation of cost estimates following the Company’s estimating policies and procedures.
  • Obtains and analyzes sub-trade quotations, liaising with subcontractors.
  • Review of estimates, including labor hours, material costs, tools & equipment, rentals, materials and subcontractors.
  • Such other duties and responsibilities as assigned by his/her manager.
  • Site visits / travel may be required.
  • What You Bring to the Team:

  • Minimum 7+ years’ experience within the civil infrastructure construction industry.
  • Strong estimating background on large capital major construction projects.
  • Project Management experience and/or field experience on large civil construction projects.
  • Understanding of both design/build and build to spec approaches.
  • Strong understanding of Contracts and legal terms and conditions.
  • Exceptional leadership and organizational skills.
  • Strong communication skills – oral and written.
  • Common sense with strong attention to detail.
  • Self-assured, responsible attitude.
  • Familiar with AACE guidelines and terminology.
  • Knowledge of unionized trade agreements and wage schedules.
  • P. Eng./CET, or equivalent industry experience.
  • Proficiency with Microsoft applications, Primavera P6 and/or Ineight (Hard Dollar) estimating software.
  • Ability to work in a multi-discipline team environment including other Aecon personnel, vendors, consultants and clients.
