Senior Quantity Surveyor / Cost Manager

Role Overview

Our multi‑disciplined teams provide a number of property services, undertaking residential/commercial/educational projects of varying size and complexity, resulting in innovative, sustainable and commercially viable delivery.

The Senior Quantity Surveyor will provide quantity surveying and cost management services from inception to completion, supporting designers and Project Managers and ensuring clients receive professional advice. This role offers the chance to work with an experienced team of construction design professionals on a variety of development projects.

Responsibilities
  • Prepare project feasibility studies and cost estimates in the early stages of design, advising on the economics of proposed designs.
  • Prepare cost estimates and cost plans appropriate to the RIBA stage, in accordance with NRM2 (or subsequent update), and carry out analysis to secure best value for clients.
  • Represent Norse Consulting at internal and external stakeholder meetings, including those with the client and/or contractors.
  • Provide advice on procurement methods, considering programme, quality, risk allocation and cost certainty, and offer general QS advice as required.
  • Prepare high‑quality tender documentation using standard contract forms such as JCT, including Bills of Quantities per NRM

  • Analyse tenders, prepare cost breakdowns and report findings to the client.
  • Maintain an internal database of tendered contractor prices to improve future cost estimates.
  • Prepare reports aligned with project deliverables to keep stakeholders informed of issues and risks.
  • Assist Contract Administrators with Architects’ Instructions, claims evaluation including extensions of time.
  • Ensure timely delivery in accordance with the project programme and maintain client satisfaction.
  • Support and develop QS team members, including those progressing through APC.
  • Project‑manage schemes as agreed, setting objectives, issuing progress reports and conducting post‑contract reviews.
  • Prepare final accounts with supporting evidence, verifying claims and managing audit procedures.
  • Identify new business opportunities.
  • Achieve 90% fee earning and contribute to business plan objectives and targets.
  • Carry out other duties commensurate with your grade as directed by the line manager.
  • Promote continuous improvement and deliver high‑quality products and services that embrace quality standards.
Requirements
  • Professional membership of the Royal Institution of Chartered Surveyors, or working towards or prepared to work towards Chartered status.
  • Bachelor's Degree in Quantity Surveying.
  • Current CSCS site card or prepared to attain it immediately.
  • Extensive experience in a similar role.
  • Experience with RIB Cost X or similar measurement & billing software.
  • Proficient in Microsoft Office Suite.
  • Excellent numeracy and analytical skills.
  • Experience using BCIS Online and NBS Building.
  • Knowledge of construction contracts such as NEC3 and JCT.
  • Familiarity with relevant construction, health and safety legislation and risks.
  • Project management experience on a range of building works of differing sizes and types.
