Position: Transportation District Services Agent 2 - #251231-8836FE-001

Introduction

The Connecticut Department of Transportation (CTDOT), invites its qualified agency employees to apply for the position of Transportation District Services Agent 2 in our District 2 Special Services Section, Norwich, CT.

Position Overview
  • Full time, 40 hours per week, Monday through Friday
  • First shift: 7:30 AM - 4:00 PM
  • P-4 (Engineering and Scientific) bargaining unit
  • Eligible for telework after successful completion of the working test period

Responsibilities
  • Lead Level (as assigned by a supervisor): Distributes, prioritizes, oversees and reviews office unit work; provides staff training and assistance; conducts or assists in conducting performance evaluations; acts as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit office policies and standards; prepares reports and correspondence; performs related duties as required.
  • Advanced Working Level: Investigates requests for encroachment permits on work affecting state highway rights of way; coordinates permit investigations to incorporate specifications of units affected; confers with contractors, engineers, property owners and others regarding construction and rights of way plans; checks agreements, applications, forms, collateral permits, and related documents for accuracy and sufficiency; recommends and writes permits for work to be done;

    investigates traffic complaints; conducts surveys and investigates major traffic generators including rotary installations, traffic signals, channelizing islands, turning movements, hazardous locations and fatal accident sites; compiles and analyzes traffic statistics and makes recommendations; prepares detailed technical reports, graphical and tabular data and charts to support recommendations; recommends detours and alternate routes; conducts site inventory of road signs; attends public hearings pertaining to traffic control;

    performs related duties as required.
Qualifications
  • Minimum 6 years of field work in highway construction, reconstruction, maintenance and/or drainage projects or traffic control studies.
  • Minimum 2 years of that experience in the inspection of complex highway construction, reconstruction, maintenance and/or drainage projects or traffic control studies (field inspection).

    Note:

    for state employees this experience is interpreted at the level of a Transportation General Supervisor (Maintenance) (Bridge Maintenance) (Signs and Markings), Transportation District Electrical Supervisor, Transportation Maintenance Planner 1, Transportation Supervisor (Bridge Maintenance), Transportation Maintenance Crew Leader (Highway Maintenance) (Bridge Maintenance) (Electric Maintenance) (Tree Maintenance) (Signs and Markings) or Transportation Landscape Designer 1.
  • College training in engineering may be substituted: fifteen (15) semester hours equalling one‑half year of experience, up to a maximum of four (4) years for a Bachelor's degree. For state employees one year of experience at the level of a Transportation District Services Agent 1 or Transportation Engineer 1 in the inspection of roadway construction and/or maintenance reconstruction or performing traffic engineering may be substituted for the General and Special Experience.
  • Valid driver's license; must travel to all locations throughout District 2 area.
  • Knowledge of relevant agency policies and procedures; state and federal laws, statutes and regulations; basic principles and practices of highway engineering as applied to construction, reconstruction, maintenance and survey; considerable interpersonal skills; oral and written communication skills; ability to read and interpret plans, maps, specifications, regulations and statutes; conduct technical research and prepare technical reports, charts and graphs; utilize computer software;

Preferred Qualifications
  • Experience and knowledge with all aspects of the Encroachment Permit review process.
  • Experience with the various programs and software used in the permitting process.
  • Experience resolving conflicts with developers, consultants, contractors, and property owners.
  • Experience with various manuals and regulations utilized in the permitting process.
  • Experience communicating with a diverse population through phone, email, and face‑to‑face interactions.
  • Experience and knowledge on the different responsibilities of various units within the agency as they relate to the permitting process.
  • Experience enforcing all relevant Federal and State regulations and agency policies.
