Why

This Opportunity Stands Out

This is an opportunity to take ownership of complex OSP construction estimates supporting significant fiber infrastructure projects. The role combines detailed preconstruction analysis with real-world field validation, giving you visibility into the entire estimating process from drawings and quantity takeoffs through final bid development. You will work closely with operational and executive leadership while helping shape competitive, profitable construction solutions. For an experienced OSP professional, the position offers substantial autonomy and direct influence over high-value infrastructure pursuits.

Overview

Our customer is seeking a detail-oriented Senior OSP Construction Estimator to support complex outside plant fiber construction opportunities. This individual will evaluate construction drawings, engineering packages, network route maps, RFPs, specifications, and field conditions to develop accurate and competitive project estimates.

The ideal candidate combines strong estimating capabilities with practical knowledge of how aerial and underground fiber infrastructure is constructed. This role requires the ability to connect quantities, labor productivity, equipment, materials, subcontractor costs, permitting requirements, field conditions, and financial risk into a complete bid package.

The position is remote and home-based within the United States and requires approximately 50% travel to project locations and other business needs.

Key Responsibilities
  • Analyze civil and structural construction drawings, network route maps, RFP documents, engineering packages, and project specifications to develop accurate OSP construction estimates.
  • Complete detailed quantity takeoffs for fiber-optic cable, conduit, innerduct, handholes, poles, racks, hardware, and related infrastructure.
  • Estimate labor hours, productivity rates, equipment requirements, material costs, and subcontractor expenses.
  • Evaluate underground construction requirements, including trenching depths, boring and directional drilling conditions.
  • Evaluate aerial construction requirements, including pole infrastructure and installation heights.
  • Incorporate municipal permitting fees, traffic-control requirements, right-of-way considerations, prevailing wage requirements, union labor agreements, and regional utility coordination requirements into project costing.
  • Solicit, review, and level pricing from material suppliers, specialty subcontractors, and equipment vendors.
  • Identify design gaps, utility conflicts, constructability issues, right-of-way constraints, discrepancies between design documents and field conditions, and potential change-order exposure.
  • Develop complete bid packages, proposal pricing sheets, and value-engineering alternatives for leadership review.
  • Travel to project locations to validate route conditions, construction requirements, and key estimating assumptions.
  • Partner with operational and executive leadership to review and finalize bids.
  • Support operations and other internal projects when active estimating demands permit.
  • All other duties as assigned.
Required Qualifications
  • High school diploma or equivalent.
  • 3 to 5 years of hands-on estimating or relevant project experience in telecommunications, utilities, or low-voltage electrical systems.
  • Strong working knowledge of both aerial and underground OSP construction methods
    .
  • Experience with fiber deployment, conduit and innerduct installation, trenching, underground boring or directional drilling, aerial cabling, pole infrastructure, handholes, traffic control, permitting, and utility coordination.
  • Ability to perform detailed quantity takeoffs and estimate labor hours, production rates, equipment needs, material requirements, and subcontractor costs.
  • Experience reviewing route maps, RFPs, construction drawings, project specifications, and engineering packages.
  • Ability to identify…
