Job Description & How to Apply Below

We are seeking an experienced Executive Coach for a contingent leadership-development engagement serving supervisors and emerging leaders within a major City Streets and Sanitation department.

The program may serve up to two cohorts of approximately 25 participants each during the contract year. The Executive Coach will provide confidential, one-on-one virtual coaching to a smaller group of City-selected participants annually.

This opportunity is contingent upon McGarity receiving the City contract. Inclusion on the proposed project team does not guarantee a subcontract, assignments, minimum number of coaching participants, or minimum compensation.

The ideal candidate has experience coaching public-sector, operational, or frontline leaders and can help participants translate leadership-development concepts into observable workplace behaviors and practical development plans.

Key Responsibilities

Provide confidential, one-on-one coaching through a secure virtual platform.

Conduct an initial coaching intake and establish development objectives with each participant.

Help participants create practical leadership-development plans aligned with their roles and career goals.

Coach participants in areas such as:

Leadership presence and self-awareness

Communication and interpersonal effectiveness

Conflict management

Decision-making and accountability

Team leadership and employee engagement

Inclusive leadership

Data-informed management

Organizational communication

Readiness for increased responsibility

Succession and career-development planning

Interpret and debrief 360-degree assessment results when applicable.

Help participants convert assessment feedback into specific, measurable development actions.

Reinforce concepts introduced through the leadership-development curriculum.

Maintain appropriate boundaries between coaching, supervision, therapy, and performance management.

Protect the confidentiality of coaching conversations while providing permissible aggregate participation and progress information to McGarity.

Identify concerns that fall outside the coaching relationship and follow established escalation protocols.

Coordinate scheduling and program alignment with McGarity’s project manager and leadership-development team.

Contribute observations about common development needs without identifying individual participants.

Maintain accurate records of scheduled and completed coaching sessions.

Participate in periodic project-team meetings and program reviews as needed.

Required Qualifications

Demonstrated experience providing one-on-one leadership or executive coaching.

Experience coaching supervisors, managers, emerging leaders, or high-potential employees.

Strong knowledge of leadership development, interpersonal communication, conflict resolution, accountability, and behavioral change.

Ability to establish trust and coach individuals from varied professional, educational, and personal backgrounds.

Experience developing actionable individual-development plans.

Excellent listening, questioning, facilitation, and feedback skills.

Ability to deliver coaching effectively in a virtual environment.

Strong professional judgment and commitment to confidentiality.

Ability to collaborate with a multidisciplinary consulting team while maintaining the integrity of the coaching relationship.

Availability during the anticipated contract period and flexibility to accommodate participant schedules.

Preferred Qualifications

A recognized coaching credential, such as:

International Coaching Federation credential

Center for Creative Leadership certification

Comparable leadership or executive-coaching credential

Experience coaching within municipal government, public works, sanitation, transportation, utilities, or another operational public-sector environment.

Experience working with first-line supervisors and mid-level managers.

Experience administering or debriefing 360-degree assessments.

Familiarity with succession planning, competency frameworks, and leadership-readiness assessment.

Experience supporting cohort-based leadership-development programs.

Knowledge of Philadelphia government or experience working with comparable urban public agencies.

Graduate education in organizational development, leadership, psychology, human resources, public administration, or a related field.
