Operations Maintenance Coordinator

The role:
Another exciting opportunity has arisen within an established team, as we seek to appoint a new Operations Maintenance Coordinator. The successful applicant will be responsible for the safe and efficient coordination of bulk fuel operations and maintenance planning at several Royal Air Force Stations, in the Central / Southern areas of England.
Working for the OPA (Oil & Pipelines Agency) you will be the primary interface between the RAF Fuels Operating Authority, the DIO (Defence Infrastructure Organisation) and the MMO (Maintenance Management Organisation). Acting as the site fuels specialist, your primary focus will be to optimise the operation and maintenance of the fuel’s infrastructure, ensure the delivery of aviation fuel on time, within specification, while maintaining the infrastructure in a safe and compliant state.
You will be expected to work as part of an established team, developing common processes and, if required, support operations at RAF Stations outside of their allocated cluster. This role will report to the OPA Air Command Team Manager.
The role will involve regular travel of 2 to 3 days per week (maximum) with the potential for up to 2 overnight stays dependent on the applicant’s geographical location. Therefore, a full (preferably clean) driving licence is essential for the successful candidate.
Responsibilities include:- Coordinate maximum operational availability of the fuel assets; while ensuring they are maintained to recognised industry and MOD standards, ensuring planned preventive maintenance is delivered efficiently.
- Act as the Delegated Authority on behalf of RAF HQ Air / DIO at the respective sites.
- Advise and support DIO and the OA (Operating Authority) in analysis of all PPM schedules, reports, and certification, and advise on recommendations and remedial works identified within PPM reports.
- Review all statutory inspection reports from DLSR (Defence Land Safety Regulator) Op Assure F&G (Op Assure Fuel and Gas) and Professional Inspector(s).
- Contribute to and be prepared to chair the short, medium, and long‑term maintenance planning meetings with the OA, DIO, and MMO to meet the above goals.
- Actively develop, progress, and manage all SON’s (Statements of Needs) and escalation to the Team Manager should further engineering diagnostics or process safety input be required.
- Work on effective application of the Safe Systems of Work (JSP 317, 375) with the resident AE and AP to maximise safe delivery of planned works.
- Minimise unplanned BFI outages through the application of an evergreen BFI shutdown scope of work.
- Review and challenge, where applicable, any proposed changes to the original design of plant.
- Take part in HAZOP (Hazard Operability Studies), pushing requests for process safety or engineering assurance input through the Team Manager to SMEs within the OPA.
- Review and facilitate investigation into losses of primary containment, contributing towards safety reports.
Candidates should have an HNC (or equivalent Level
5) or be able to demonstrate a higher level of industry experience. Previous working knowledge of working in airport or oil terminals/refineries and or maintenance processes is highly desirable but not essential. Experience in implementing a Control of Work System and a NEBOSH General Certificate would be desirable.
Ideally you will have experience in fuel hazardous operations and maintenance, preferably COMAH or MACR regulated, and be able to demonstrate a safe working record, compliant with safe systems of work and procedures. The ability to maintain a calm and effective persona in difficult situations is essential for this role.
You will possess excellent organisational and communication skills and be able to work independently. Due to the multifaceted aspect of the role, a proven ability to prioritise is essential as the post holder will be looking after multiple projects with differing deadlines. Furthermore, you will be expected to learn new processes, skills, and knowledge beyond what is expected in industry due to the requirements of our customer, the Ministry of Defence.
Individuals must be medically fit to undergo Breathing Apparatus and Confined Space training and operations.
