Job Title: Commissioning Manager

Location: Karimun Yard, Indonesia

Role Overview

The Commissioning Manager is responsible for leading and coordinating all pre-commissioning, commissioning, start-up, test run, operations, and handover activities in line with contractual requirements and our client's standards. The role ensures that project objectives related to HSE, quality, schedule, and budget are achieved, while maintaining strong Client relationships and operational excellence.

Key Responsibilities
Pre-Operation Phase
  • Develop and implement Pre-Commissioning, Commissioning, and Start-Up Plans

  • Review contractual documentation to identify project risks and opportunities

  • Define commissioning sequences, priorities, and isolation procedures (mechanical, electrical, process)

  • Review and validate test run procedures, operating manuals, and safety documentation

  • Support project scheduling and progress tracking

  • Coordinate licensors, vendors, and subcontractors for commissioning and start-up activities

  • Support HSE Manager in preparation of HSE plans and procedures

  • Ensure production facilities are suitable for safe operation, maintenance, and repair

  • Coordinate crew phase-in, training, and competency development with HR

  • Prepare materials, spares, consumables, and planned maintenance systems prior to commissioning

  • Prepare and control pre-operation inventories and budgets

  • Issue periodic technical and progress reports

Commissioning & Start-Up Phase
  • Ensure HSE procedures are implemented and complied with during all activities

  • Participate in Safety Walkdowns, PSSR, and incident investigations

  • Manage and coordinate pre-commissioning, commissioning, start-up, and operational readiness activities

  • Issue pre-commissioning, commissioning, and start-up progress reports

  • Control schedule and cost performance during home office and site execution

  • Participate in risk and opportunity management meetings

  • Ensure competency assurance and development of commissioning teams

  • Manage plant handover processes, including preparation of Commissioning Dossiers

  • Capture and transfer lessons learned to home office and corporate teams

Operations Phase
  • Hold overall responsibility for safe, efficient, and compliant operations

  • Maintain and manage Client relationships

  • Implement and maintain Safety Management System (SMS) and Planned Maintenance Systems

  • Arrange and manage internal and external audits
    , class and statutory surveys

  • Ensure compliance with national and international regulations (Class, IMO, SOLAS, ISPS, MARPOL)

  • Liaise with ISM authority onboard regarding safety and pollution prevention

  • Manage operating costs, forecasts, budgets, and cost recovery

  • Monitor performance of production equipment and implement corrective actions

  • Conduct staff performance reviews and competency management

  • Coordinate technical support with corporate departments, vendors, consultants, and manufacturers

  • Supervise subcontractors, local agents, logistics, and material/personnel movements

  • Manage subcontracting of local staff in compliance with company procedures

  • Support emergency response activities in coordination with corporate teams and Client

  • Ensure compliance with class rules and flag-state regulations
