Réalis, Balfour Beatty and Egis Road Operations UK are part of a consortium, creating Connect Plus Services, a unique partnership with a collective strength in highways asset care from finance, through to design, build, maintenance as well as day to day operation.

As part of our 30-year remit to manage and improve the capital’s orbital motorway network, we deliver major improvement projects, such as widening 38 miles of the M25, refurbishing tunnels and bridges, and installing hundreds of variable messaging signs and gantries, helping to maximise the use of the network and deliver more reliable journeys. We also manage the Dartford River crossing and operate and maintain 440 kilometres of motorway providing our customer and road user with a world‑class highway service.

To provide strategic leadership, development and integration of an enterprise risk management approach within CPS. This function shall support setting and evaluating business planning and objectives including informing operation and financial risk considerations. This role will embed an enterprise level risk approach that shall identify, evaluate and present high‑level perpetual risk areas, allowing the CPS Senior Leadership Team both transparency on risk levels inherent in the organization and appropriate control considerations.

• Liaise with senior leadership and delegates to identify and contextualise threats in each discipline.
• Aggregate discipline level threats into enterprise level risk areas.
• Evaluate current business practices and effectiveness at managing enterprise level risks.
• Work with discipline Directors and their delegates to confirm multi‑aspect management scenarios.
• Plan and cost resource, plant and logistics requirements for enterprise level management scenarios .
• Develop risk cost estimates for all residual risk associated with each enterprise level management scenario.
• Develop presentation methods to illustrate current and predicted risk levels and costings, together with funding requirements to achieve future states.
• Provide input into the CPS financial model to integrate all costs (both residual risk costs and management costs).
• Manage supporting commercial staff to achieve the above role requirements.
• Demonstration of a clear understanding of organisational risk management relating to large
• DBFO / PFI and communicate this across the organisation.
• Develop and enhance an enterprise risk strategic approach, methodology and implementation procedure, including the development and ownership of documentation at executive level.
• Collaborate closely with other senior leaders and directorates to identify, verify and quantify existing risks, together with accountability for developing risk management / mitigation scenarios.
• Developing high‑level cost models for both current risk profiles and risk management scenarios.
• Holding business leaders accountable and closely monitoring performance and risk against our Strategic Business Objectives and contractual obligations.
