JOB SUMMARY

The mandate of the Rail Construction Program is to transform, develop, grow and sustain Ottawa’s Light Rail Transit Systems as a component of the City of Ottawa’s overall transportation and mobility strategy. The Light Rail Design & Construction Branch is accountable for a wide range of light rail transit (LRT) projects involving stations, running way, tunnels, maintenance facility, roadways, transitways, structures, and related facilities.

You are responsible for providing leadership and strategic direction to the Branch, including the establishment and implementation of Branch priorities and programs that align to corporate vision, goals, and strategic planning initiatives. You are also responsible for establishing and maintaining positive client relationships with internal and external management and stakeholders.

In this role, you direct/manage complex, multi-million dollar value contracts extending over multiple years. You also direct the operations of the work unit (including services and organization structure); manage financial and human resources; and are accountable for hiring and firing, performance management and discipline of staff as necessary, and acting as spokesperson for the employer at the first step of the grievance process.

EDUCATION AND EXPERIENCE

Four (4) year undergraduate degree in Applied Science or Civil or Structural Engineering.

Possession of a Master’s degree in a related engineering discipline would be a definite asset.

A minimum of 8 years engineering and construction project management experience in managing major large-scale transportation initiatives, including a minimum of 5 years in the management of human resources and external contract resources, management of operating and capital budgets, preferably in a municipal setting.

CERTIFICATIONS AND LICENCES

Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO)

KNOWLEDGE

  • Engineering techniques/practices relating to national, provincial, and municipal engineering standards
  • Strategic planning and business consulting processes, including the development and implementation of long range and short term strategies for light rail design, construction, and maintenance
  • Negotiation skills to manage large, complex multi-faceted legal contracts/agreements
  • Management principles, planning, budgeting and supervision techniques and practices
  • Economic and statistical analysis and research techniques
  • Policy and program analysis, development, implementation and evaluation techniques
  • Performance measurement and management practices
  • Principles of project management, including RFP and contract document preparation, the tendering/bidder selection process, supervision/tracking of contract obligations to expected conclusions, evaluation of contractor productivity, efficiency, and performance
  • Dispute resolution techniques, including legal processes relating to contract management
  • Systems engineering, with knowledge of current engineering principles, methods and practices relating to a wide range of transportation engineering and infrastructure projects involving stations, maintenance facility, tunnels, running way, roadways, transitways, structures, and related facilities, in disciplines including civil, structural, track, mechanical, HVAC, electrical, and utility engineering
  • Ability to read/interpret construction plans and conceptual drawings
  • Financial and other related business practices
  • Contract document preparation, the tendering process and supervision of field services
  • Protocols for developing of briefing notes, technical and legislative reports and submissions to project stakeholders
