General Job Information

JOB SUMMARY

This position is located in the District of Columbia Government (District), Department of Parks and Recreation (DPR), Aquatics Division. The Aquatics Program is to provide the citizens of the District of Columbia a diverse and comprehensive scope of water related activities. Presently there are eight (8) indoor pools (one therapeutic), twenty (20) large outdoor and fourteen (14) “Walk-to” Instructional pools.

DUTIES AND RESPONSIBILITIES

Executes administrative duties for the operations of the aquatic facility which he/she is assigned. Ensures all staff are in compliance with the standards of the Aquatics Division and selected certification provided. Provides recommendations that may revise or redefine the methods or techniques needed to direct the aquatic facility. Develops, implements and monitors new program to achieve the expected goals. Manages unknown variables expeditiously, large pool facility and five or more outdoor pool facilities (large pools include a heavy patron population and extended hours of operation).

Serves as the Area Supervisor during summer season; manages overall performance of staff and program staff. Ensures all staff is in compliance with the standards of the Aquatics Division and selected certification provider.

Ensures careful monitoring and adequate record-keeping of all revenue, and reports logs, other documentation, and concerns to the aquatic office and immediate supervisor. Maintains overall proper operation and scheduling of programs, activities and events. Develops recreation aquatic programs at assigned site and develops innovative methods to increase enrollment. Supervises Recreation Specialist and Assistants; summer employees serving as managers and assistant pool managers, lifeguards and swim coaches.

Maintains support for the aquatics and other recreational programs with the various communities, individuals from the private sector, interagency and outside agencies, union representatives, etc.

LICENSES AND CERTIFICATIONS

Incumbents must have an ILTP lifeguard certification and a pool operator certification issued by the DC Department of Health.

QUALIFICATIONS AND EDUCATION

Undergraduate and Graduate

Education:

Major study in general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (, senior citizens, institutional, etc.); or physical education.

Specialized Experience
:
Applicants must have at least (1) year of specialized experience, one year of which must be equivalent to the CS-9 grade level in the District of Columbia government service. Specialized experience is experience that demonstrated the ability to apply the principles of one or more specialty areas of recreation and equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

WORKING CONDITIONS/ENVIRONMENT

Aquatic Center recreation activities involve everyday risks or discomforts, which require normal safety precautions. This work area is adequately lit, heated and ventilated

Tour of Duty: Varies;
This position may require working on weekends and/or evenings as needed.

Duration of Appointment: Management Supervisory Service – at will

Collective Bargaining Unit: This position is not covered under a collective bargaining agreement.

Position Designation: The position has been deemed protection sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit checks, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
