Position: Crew Lead - Sewer Top Repairs
Position Summary
This position is responsible for the management of work crew(s) in delivering operational services and database management in the maintenance, repair, and the reconstruction of manholes and storm drains of City owned manholes and storm drains and related infrastructure. This position reports to a supervisor.
Key Duties & Responsibilities
Organize and supervise the manhole/storm drain construction work crew(s) engaged in the maintenance, repair, and reconstruction of manholes and storm drains.Inspect, assess, troubleshoot, monitor, operate and maintain equipment. Set-up modifications and perform minor repairs and/or identify necessary repairs to manholes and/or storm drains.Provide training, supervision, and leadership to ensure field operational projects and service schedules are conducted efficiently, effectively, respectfully, and safely, in accordance with legislation, policies, practises and standards.Monitor, maintain, and assess work processes for the purpose of improving the efficiency, effectiveness, and safety of the work crew(s). Work processes typically involve daily/weekly expenditures, equipment usage, production, performance, quality of products and customer service.Identify and recommend changes and improvements to preservation and maintenance plans, programs, procedures, materials, equipment, staffing and work schedules.Operate equipment and monitor all other activity and staff associated with the reparations of manholes and storm drains.Responsible for the servicing, set-up modifications, clean-up of equipment such as compressors, front-end loaders, skid steers, trucks, and boom hoists.Assess the grade sheet designs, ensure the locations of underground utilities, assess environmental conditions during the construction process.In conjunction with the supervisors, schedule and co-ordinate the crew(s).Identify problems with existing grade levels, structural deficiencies, and compaction process and recommend corrective measures.Promote, enforce, and assure compliance of personnel, crew(s), equipment, and materials at work sites to meet Provincial Occupational Health and Safety Act, City of Regina Occupational Health and Safety Manual and National Safety Code.Key Qualifications
Grade twelve (12) or GED.The knowledge, abilities and skills are typically obtained through a minimum of four (4) years’ experience in sewer & drainage infrastructure or a related industry, including a minimum of one (1) year supervisory experience.Must bring Level 3 Wastewater Collection Operator Certification, as identified under the Saskatchewan Water and Wastewater Works Operator Certification Standards and obtain Level 4 within 2 years.Demonstrated supervisory, leadership, and project management abilities to plan and organize operational projects, activities, resources, and staff.Demonstrated ability to operate equipment efficiently and safely. Knowledge of supervisory leadership principles and practices.Diverse knowledge of sewer and stormwater design, materials, construction, preservation, and operations specifically related to manholes and storm drains.Knowledge of applicable City, Provincial and Federal acts, bylaws, policies, rules, and/or regulations pertaining to stormwater and sewer operations.Knowledge of the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual.Demonstrated ability to interpret, understand and manage work in accordance with the general rules and regulations of the Provincial Occupational Health and Safety Act, National Safety Code and expectations of City of Regina’s policies, standards, practices, and guidelines.Ability to make technical and business computations, compilations, estimates, analysis, and evaluations.Ability to prevent and resolve conflicts and establish and maintain effective working relationships with others.Proficient in use of current City software such as Microsoft applications, GIS, Access database, Emp Center, etc. to retrieve data, prepare operational and business computations, reports, and use e-mail.Working/Other Conditions
Must possess a valid Class 5 driver's license and obtain a 3A within the first year.Must be able and willing to perform work of a physical nature in all field environments and inclement conditions.Will be required to work from a variety of locations.Must be comfortable working in environments where sewage is present.Must be willing to be on call, perform overtime, and work shift and/or irregular hours.First Aid certificate, Confined Space Entry certificate, Mobile Crane certificate and be trained in the operation of equipment in the area utilized in their area of responsibility.Must respond to callouts and emergencies as required.Additional Requirements:Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy.Proof of education is required.Additional assessments may be conducted to evaluate…
